A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
August 28, 2007, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Kathy Newcomb, Kyle Skiermont, Patrick Beddor,
Kate Reilly, Tom Jenny, and Linda Flynn. Bob Hatlestad was absent.
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Mr. Skiermont called the meeting to order at 6:30 p.m. in the Council Chambers.
APPROVAL OF MINUTES
Mr. Beddor moved and Ms. Newcomb seconded the motion to approve the minutes of
the July 31, 2007, regular meeting. The motion was approved unanimously.
CASE NO. CUP07-2 CONDITIONAL USE PERMIT SNYDER DRUG-DRIVE
THROUGH

Ms. Anderson review the proposed drive-through at Snyder Drug located at 15 Ninth
Avenue North. Dave Leonard, representing Snyder Drug Store, appeared before the
Commission. Mr. Leonard stated that Snyder Drug Store had been at the present location
for 40 years and they want to stay in the downtown, but to compete they need a drive-
through. The Commission discussed the location of the dumpsters, access to the drive-
through and the access to Ninth Avenue from the drive-through. No one appeared at the
meeting regarding this issue.
The public hearing was opened at 6:55 p.m. Ms. Flynn moved and Mr. Beddor seconded
a motion to close the public hearing. The motion was approved unanimously. The public
hearing was closed at 6:56 p.m. No one appeared before the Commission regarding this
item.
Mr. Jenny moved and Ms. Reilly seconded a motion to adopt Resolution RZ07-15,
recommending approval of a conditional use permit to allow a drive-through for Snyder
Drug. The motion was approved on a 5-1 vote, Ms. Flynn voting nay.

Ms. Anderson reviewed the proposed variance. No one appeared at the meeting regarding
this item.

`.- Ms. Newcomb moved and Mr. Beddor seconded a motion to adopt Resolution RZ07-16,
recommending approval of a variance from the requirement that a drive-through abut First
Street North or South. The motion was approved on a 5-1 vote, Ms. Flynn voting nay.
CASE NO SPR07-3 SITE PLAN APPROVAL-HOPHINS HEALTH CARE
Ms. Anderson reviewed the proposed addition. Mark Pope, representing Hopkins Health
Care, appeared befare the Commission.
The public hearing was opened at 7:00 p.m. John Kemper of 220 Seventh Street South
appeared before the Commission. Mr. Kemper was concerned about sewer backups in the
area and whether the new addition would cause more problems. Ms. Flynn moved and Mr.
Beddor seconded a motion to close the public hearing. The motion was approved
unanimously. The public hearing was closed at 7:10 p.m.
Ms. Flynn moved and Mr. Jenny seconded a motion to adopt Resolution RZ07-17,
recommending approval of a site plan to construct an addition to Hopkins Health Care.
The motion was approved unanimously.
ITEM: TOBACCO
Ms. Anderson reviewed several amendments to the zoning ordinance regarding the sale of
`- tobacco within the City. The Commission recommended to staff to draft an ordinance
prohibiting tobacco as a primary use in the B-2 zoning district within 500 feet of a
sensitive use.
ADJOURN
Mr. Skiermont moved and Ms. Flynn seconded a motion to adjourn the meeting. The
motion was approved unanimously. The meeting was adjourned at 7:20 p.m.
