ZONING AND PLANNING COMMISSION MINUTES
October 24,2006
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
October 24, 2006, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members, Peter Sholtz, Kathy Newcomb, Kyle Skiermont, Bob
Hatlestad, Virgil Aarness, and Linda Flynn. Jannina Aristy was absent.
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Mr. Sholtz called the meeting to order at 6:30 p.m. in the Council Chambers.
APPROVAL OF MINUTES
Mr. Aarness moved and Ms. Flynn seconded the motion to approve the minutes of the
September 26,2006, regular meeting. The motion was approved unanimously.
CASE NO. VN06-3 VARIANCE 830 EDGEMOOR DRIVE
�-. Ms. Anderson gave an overview of the variance. Dr. Horowitz, the applicant, appeared
before the Commission. No one appeared at the meeting regarding this issue.
Ms. Flynn moved and Mr. Hatlestad seconded a motion to adopt Resolution RZ06-26,
recommending approval of a front yard variance. The motion was approved unanimously.
CASE NO. VN06-4 VARIANCE—338 15TH AVENUE NORTH
Ms. Anderson gave an overview of the variance. Mr. Moldenhauer, the applicant,
appeared before the Commission. Mr. Moldenhauer stated that he purchased the property
three years ago and when the home was constructed the home owner owned only a single
lot. No one appeared at the meeting regarding this item.
Mr. Hatlestad moved and Ms. Newcomb seconded a motion to adopt Resolution RZ06-
27, recommending approval of a sideyard variance. The motion was approved on a
unanimously.
CASE NO. ZCR06-3 CONCEPT REVIEW—8353 EXCELSIOR BOULEVARD
Ms. Anderson reviewed the applicant's request for a rezoning and a replat. Ed Kodet,
representing the applicant, appeared before the Commission. Mr. Kodet reviewed what the

property owner proposed to do. The Commission indicated that rezoning R-1 property to
commercial property was not something they were in favor of. Bill Leadens, the owner of

the property, appeared before the Commission. Mr. Leadens stated that it has been hard to
� rent the home because the home is too close to the road. Pat Lauer of 42 Ashley Road
appeared before the Commission. Mr. Lauer presented a petition with 35 signatures in
opposition of rezoning 11 Blake Road.
DISCUSSION—B-4 ZONING DISTRICT/OTHER AMENDMENTS
Ms. Anderson and the Commission discussed the uses allowed in the B-4 zoning district.
Ms. Anderson put the proposed amendments in an ordinance for public hearing next
month.
ADJOURN
Mr. Sholtz moved and Mr. Hatlestad seconded a motion to adjourn the meeting. The
motion was approved unanimously. The meeting was adjourned at 7:45 p.m.
