July 25,2006
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
July 25, 2006, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members, Peter Sholtz, Kathy Newcomb, Linda Flynn, Kyle
Skiermont, Jannina Aristy. Virgil Aarness was absent
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Mr. Sholtz called the meeting to order at 6:30 p.m. in the Council Chambers.
APPROVAL OF MINUTES
Ms. Flynn moved and Mr. Skiermont seconded the motion to approve the minutes of the
June 27,2006, regular meeting. The motion was approved unanimously.
CASE NO. ZCR06-2 CONCEPT REVIEW -VARIANCE 17 EIGHTH AVENUE
--� Ms. Anderson reviewed the applicant's variance request. Dave Lommen, the applicant,
appeared before the Commission. Mr. Lommen discussed the mold, the existing building's
basement, and how the addition would improve the site. The Commission discussed that
the applicant did not have a hardship to warrant granting a variance. The Commission did
not look favorably on granting a variance.
CASE NO. ZN06-10 REZONING 9020-90920 EXCELSIOR BOULEVARD
Ms. Anderson reviewed the area that is to be rezoned this month.
The public hearing was opened at 7:00 p.m. No one appeared at the public hearing. Ms.
Aristy moved and Ms. Flynn seconded a motion to close the public hearing. The motion
was approved unanimously. The public hearing was closed at 7:01 p.m.
Mr. Skiermont moved and Ms. Aristy seconded a motion to adopt Resolution RZ06-17,
recommending approval of Ordinance 06-972, rezoning the property at 9020-9092
Excelsior Boulevard from B-3 to B-4. The motion was approved unanimously.
DISCUSSION—B-4 ZONING DISTRICT
Ms. Anderson and the Commission discussed the uses allowed in the B-4 zoning district.

The Commission noted several uses to be added to the district. Ms. Anderson will revise

DISCUSSION—COMPREHENSIVE PLAN
The Metropolitan Council is requiring all cities to update their Comprehensive Plan by
June 2008. Ms. Anderson discussed briefly that the Planning Commission will be working
on the Plan in 2007.
ADJOURN
Mr. Sholtz moved and Ms. Flynn seconded a motion to adjourn the meeting. The
motion was approved unanimously. The meeting was adjourned at 7:30 p.m.
