02-28-2006 ZONING AND PLANNING COMMISSION MINUTES � February 28, 2006 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, February 28, 2006, at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission Members Virgil Aarness, Peter Sholtz, Mary Hatcher, Jeffrey Paul, Kyle Skiermont, and Jannina Aristy. Also present was City Planner Nancy Anderson. CALL TO ORDER Mr. Sholtz called the meeting to order at 6:30 p.m. in the Council Chambers. APPROVAL OF MINUTES Ms. Hatcher moved and Ms. Aristy seconded the motion to approve the minutes of the January 31, 2006, regular meeting. The motion was approved unanimously. CASE NO. SPR06-2 SITE PLAN REVIEW MARKETPLACE AND MAIN Ms. Anderson reviewed the proposed development. Scott England, the architect, and Karen Dubrosky of the Cornerstone Group appeared before the Commission. Mr. England reviewed �-' the site plan with the Commission. Mr. England also stated that he had reviewed the comments from the Public Works department and is making changes on their comments. There was a discussion of the northerly most townhome on Eighth Avenue. Ms. Dubrosky stated that they would remove the townhome. The public hearing was opened at 7:13 p.m. Ms. Hatcher moved and Mr. Paul seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 7:14 p.m. Ms. Aristy moved and Mr. Skiermont seconded a motion to adopt Resolution RZ06-4, recommending approval of a site plan to construct a condo, townhouse and retail development. The motion was approved unanimously. CASE NO. VAC06-1 VACATE ALLEY MARKETPLACE AND MAIN Ms. Anderson stated that the east-west alley needs to be vacated for the development to proceed. The public hearing was opened at 7:15 p.m. Ms. Hatcher moved and Mr. Aarness seconded a motion to close the public hearing. The motion was approved unanimously. The motion was approved unanimously. CASE NO. SUBD06-1 PRELIMINARY/FINAL PLAT MARKETPLACE AND MAIN Ms. Anderson reviewed the proposed preliminary plat. Ms. Anderson stated that the property would be two lots, one for the five townhomes and the second for the condos, retail and four townhomes. The public hearing was opened at 7:18 p.m. No one appeared at the public hearing. Ms. Hatcher moved and Mr. Aarness seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 7:19 p.m. Mr. Aarness moved and Mr. Skiermont seconded a motion to adopt Resolution RZ06-6, recommending approval of a preliminary plat for the Marketplace and Main development. The motion was approved unanimously. ITEM: RETAIL IN INDUSTRIAL ZONING DISTRICTS Ms. Anderson reviewed the proposed uses for the industrial building. It was a consensus from the Planning Commission that if the Commission liked the proposed use, they would consider a zoning amendment for a conditional use permit to allow a larger percentage of retail in industrial districts. � ADJOURN Ms. Hatcher moved and Mr. Skiermont seconded a motion to adjourn the meeting.
