11-29-2005 ZONING AND PLANNING COMMISSION MINUTES
November 29, 2005
�" A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
November 29, 2005, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Kristi Halverson, Virgil Aarness, Peter Sholtz, Mary
Hatcher, and Jeffrey Paul. Michael Kjos and Jannina Aristy were absent.
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Mr. Sholtz called the meeting to order at 6:30 p.m. in the Council Chambers.
APPROVAL OF MINUTES
Ms. Hatcher moved and Mr. Aarness seconded the motion to approve the minutes of the
October 25, 2005, regular meeting. The motion was approved unanimously.
CASE NO. VNOS-10 VARIANCE—SIGN SETBACK 530- 11TH AVENUE NORTH
Ms. Anderson reviewed the proposed sign and stated that Public Works has recommended an
additional two-foot setback for safety. The Commission discussed the additional two-foot

setback.
Mr. Paul arrived at this time.
Jeff Johnson, representing King Technology, Inc., appeared before the Commission. Mr.
Johnson brought a new sign plan that would be constructed with the five-foot setback. Mr.
Johnson asked the Commission to consider the three-foot setback. The Commission supported
the five-foot setback because of safety concerns.
No one appeared at the meeting regarding this item.
Ms. Hatcher moved and Ms. Halverson seconded a motion to adopt Resolution RZOS-37,
recommending approval of a sign setback variance at 530— 11`h Avenue South. The motion
was approved unanimously.
CASE NO. ZCROS-5 CONCEPT REVIEW—RETAIL IN INDUSTRIAL ZONING
Ms. Anderson reviewed the proposed ordinance amendment. Ms. Anderson reminded the
Commission this was a concept and there would be no action taken tonight. The Commission
discussed parking, traffic, and use of retail in the industrial zone. Christopher Dahl, the
applicant, appeared before the Commission. Mr. Dahl stated that there are a lot of industrial
vacancies and there has been interest in a retail use at 810 First Street South. The Commission
discussed how many industrial buildings the proposed conditions would affect. Ms. Anderson
~" stated that if a condition was that the property abuts a B-2 district, this would be the only

building that would apply. The Commission was concerned with the parking and traffic, but
would consider the amendment for 810 First Street because of the location of the building.

ITEM: REVIEW USES FOR REMNANT PARCELS ON EXCELSIOR BOULEVARD
Ms. Anderson described the parcels that will be available to the City for development. The
Commission indicated that they would support rezoning to R-1-A and the construction of single
family homes.

Mr. Paul moved and Ms. Hatcher seconded a motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjourned at 7:15 p.m.
