June 28, 2005
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, June
28, 2005, at 6:30 p.m. in the Council Cha�nbers of Hopkins City Hall.
Present were Commission Memhers Pete� Slioltz, Kristi Halverson, Mic}lael Kjos, Jeffi-ey Patil,
Virgil Aarness, and Mary Hatcher. .1a�u�ina Aristy was absent.
Also present were City Planner Nancy Anderson and City Attorney Wynn Curtiss.

Mr. Sholtz called the �neeting to order at 6:�0 p.m.
APPROVAL OF MINUTES
Ms. Hatcher moved and Ms. Halverson seconded the motion to approve the minutes of the
Ma�� 31, 2005, regular meeting. The motion was approved unanimously.
CASE NO: "L,NOS-4 RF,ZONII�C — �115 BLAKE ROAD

Ms. Anderson reviewed the proposed rezoning. Alex Ugorets, the applicant, appeared before the
Cominission. Mr. Ugorets stated that the rezoning would malce the buildi�lg conform to the use.
The public hearing was opened at 635 p.m. No one appeared at the public hearing. Ms.
�[atcher moved and Ms. Halvecson seconded a motion to close the public hearing. The motion
�vas ap��ro��ed unani�nously. The public heari�l� was closed at 6:36 p.m.
Mr. Aarness moved and Ms. Hatcher seconded a motion to adopt Resolution R705-17,
reconu»ending approval of Ordinance OS-950 rezoning the property at 415 Blake Road from R-4
to B-1. The motion was approved una�limously.
C.4SE NO. CUPOS-5 CONDITIONAL USF, PERMIT — OFFICE USE 415 BLAKE ROAD
Ms. Anderson reviewed the conditional use permit to allow an office use at 415 Blal<e Road.
Ales Ugorets, the applicant, appeared before the Commission.
The public hearing was opened at 6:37 p.m. No one appeared at the public hearing. Ms.
Hatcher moved and Ms. Halve�so�i seconded a motion to close the public hearing. The motion
�vas appro��ed unalli�nously. The public hearing was closed at 6:38 p.in.

Mr. Aarness movecl and Ms. Halverson seconded a motion to adopt Resolution RZOS-18,
�— recommending approval of a conditional use permit to have an office use in the B-1 zoning
district at 415 Blake Road. The motion was approved wianimously.
CASE NO. SPROS-03 CONCEPT REVIEW FOR SITE PLAN — BLOCK 64
Ms. Andei-son revie�ved the concept fo; Block 64. Andy ,lones representing the applicant
appeared before the Conunission. Mr. Jones stated that they are working on the parking and the
sewer issue. The Commission asked about the tin�eline for construction. Mr. Jones stated that
they hope to combine phase I a�1d II based on pre-sales.
Be�i Mei��hardt of� 101 Fiftll Ave�lue North appeared before the Commission. Mr. Meinhardt was
� happy that the hei�ht was reduced froill five to four stories.
CASE NO ZNOS-6 ZONING AMENDI�[ENT —B-4
Ms. Anderson stated that t11e Plamling Commission had been working on the B-4 zoning for
several months. It was also noted that following the adoption of the B-4 zoning, the Planning
C'ommission �vill be rezoning propei-ties to the new zonin�. The majority of tlle rezonings will
be the }�roperty identi fied on the east end No one appeared at the public hearing regardin� this
i ssuc.
The public hearing was opened at 6:55 p.m. No one appeared at the ptiblic hearing. Ms.
� Hatcher movcd and Ms. Halverson seconded a motion to close the public hearing. The ��notion
���as ,�pprovc�l unanimously. Th� public hearin� �vas closcd at 6:56 p.m.
Mr. Paul movcd and Mr. Aarness seconded a motion to adopt Resolution RZOS-19,
�•ecommending app►-oval of Ordinance OS-951, adding a B-4 zoning district to the zonin�
ordinance. The motion was approved unanimously.

Ms. Hatcher moved and Mr. Patil seconded a motion to adjourn the meeting. The motion
was a��proved unanimously. The meeting was adjourned at 7:10 p.m.
