04-26-2005 ZONING AND PLANNING COMMISSION MINUTES

April 26, 2005
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, April
26, 2005, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Peter Sholtz, Kristi Halverson, Michael Kjos, Jeffrey Paul,
and Jannina Aristy. Commission Members Virgil Aarness and Mary Hatcher were absent
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Ms. Halverson called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Ms. Aristy moved and Mr. Sholtz seconded the motion to approve the minutes of the March
29, 2005, regular meeting. The motion was approved unanimously.
Ms. Aristy moved and Mr. Kjos seconded the motion to approve the minutes of the April 12,
2005, special meeting. The motion was approved unanimously.
CASE NO: CUPOS-2 CONDITIONAL USE PERMIT—OAKRIDGE SIGN

Ms. Anderson reviewed the proposed sign with the Commission. Amy Gonyea, the general
manager of Sela Investments, appeared before the Commission. The Commission indicated that
the new sign was an improvement to the existing sign. No one appeared at the public hearing
regarding this item.
The public hearing was opened at 6:35 p.m. No one appeared at the public hearing. Mr. Sholtz
moved and Mr. Paul seconded a motion to close the public hearing. The motion was approved
unanimously. The public hearing was closed at 6:36 p.m.
Mr. Paul moved and Mr. Kjos seconded a motion to adopt Resolution RZOS-12,
recommending approval of a conditional use permit to erect a sign at Oakridge Apartments. The
motion was approved unanimously.
CASE NO: WVR05-1 WAIVER OF PLAT—250 INTERLACHEN ROAD
Ms. Anderson reviewed the waiver of plat. Greg Narr, the applicant, appeared before the
Commission. Mr. Narr noted that once a floor plan has been decided on for a home he will
probably request a front yard setback variance because of the additional setback from the utility
easement. The Commission discussed the easement to the south and the construction of the road.

Ms. Aristy moved and Mr. Sholtz seconded a motion to adopt Resolution RZOS-7,
�.., recommending approval of a waiver of plat to divide the lot at 250 Interlachen Road. The
motion was approved unanimously.
ITEM: REVIEW B-4 ZONING
Ms. Anderson reviewed uses that the Commission recommended last month for the proposed B-4
zoning district. The Commission reviewed the uses that were recommended for a conditional
use permit and made suggestions for the conditions. The conditions will be reviewed at the May
meeting. The Commission also discussed the property at on the south side of 17t" Avenue and
Highway 7. The Commission indicated that this area may be considered for a rezoning to the
proposed B-4 zoning district.

Mr. Sholtz moved and Mr. Paul seconded a motion to adjourn the meeting. The motion was
approved unanimously. The meeting was adjourned at 7:20 p.m.
