04-12-2005 ZONING AND PLANNING COMMISSION MINUTES

April 12, 2005
A special meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, April
12, 2005, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Kristi Halverson, Michael Kjos, Virgil Aarness, Mary
Hatcher, and Jannina Aristy. Absent were Commission Members Peter Sholtz and Jeffrey Paul.
Also present were City Planner Nancy Anderson and City Attorney Jerry Steiner.
CALL TO ORDER
Ms. Hatcher called the meeting to order at 6:30 p.m.
CASE NO: SPROS-2 SITE PLAN REVIEW - SUPERVALU
Ms. Anderson reviewed the proposed site plan and the request for the variances. Bob King,
representing Supervalu, appeared before the meeting and reviewed the site plan and the
variances.
The public hearing was opened at 6:59 p.m.
The following individuals spoke at the public hearing:

Duffy Bren, 626 West Park Valley Drive—opposed to east side addition
Mike Reinitz, 533 Fifth Avenue South—in favor of east expansion
Don Roesner, 618 West Park Valley Drive—opposed to east side addition
Ruby Olson, 625 Fifth Avenue South—opposed to the variances
Curt Wellumson, 605 West Park Valley Drive—concerned about traffic with east side addition
Pam Tanaka, 605 East Park Valley Drive—opposed to east side addition
Sandy Lien, 629 Fifth Avenue South—opposed to east side addition
Kathy Understad, 408 Seventh Street South—opposed to east side addition
Roger Peterson, 513 Fifth Avenue South—in a quandary which addition would be better
Ellen Levernier, 638 West Park Valley Drive—concerned about the traffic with the east side
addition.
Ms. Halverson moved and Mr. Aarness seconded a motion to close the public hearing. The
motion was approved unanimously. The public hearing was closed at 7:50 p.m.
Ms. Aristy moved and Mr. Aarness seconded a motion to adopt Resolution RZ05-9,
recommending denial of a site plan for an addition to the east side of the building at 300 Second
Avenue South. The motion was approved unanimously.
CASE NO: VNOS-2 HEIGHT VARIANCE SUPERVALU
�-- Ms. Anderson reviewed the height variance with the site plan.

Mr. Kjos moved and Ms. Halverson seconded a motion to adopt Resolution RZOS-10,
�— recommending denial of a height variance to construct an addition to the building at 300 Second
Avenue South. The motion was approved unanimously.
CASE NO: VN05-3 SETBACK VARIANCE —SUPERVALU
Ms. Anderson reviewed the setback variance with the site plan.
Ms. Halverson moved and Mr. Kjos seconded a motion to adopt Resolution RZ05-11,
recommending denial of a setback variance to construct an addition to the building at 300
Second Avenue South. The motion was approved on a 3-2, Mr. Aarness and Ms. Aristy voting
nay.
ADJOURN
Ms. Aristy moved and Mr. Aarness seconded a motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjourned at 7:50 p.m.
