11-30-2004 ZONING AND PLANNING COMMISSION MINUTES November 30, 2004 � A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, November 30, 2004, at 7:00 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission members, Peter Sholtz, Kristi Halverson, Michael Kjos, Jannina Aristy, Virgil Aarness, and Mary Hatcher. Jeffrey Paul was absent. Also present was City Planner Nancy Anderson. CALL TO ORDER Ms. Hatcher called the meeting to order at 7:00 p.m. APPROVAL OF MINUTES Mr. Aarness and Mr. Sholtz seconded the motion to approve the minutes of the October 26, 2004, regular meeting. The motion was approved unanimously. CASE NO: CUP04-13 CONDITIONAL USE PERMIT - SIGNS Ms. Anderson reviewed the proposed sign. Myrna Oresten of Imaginality appeared before the Commission. Ms. Orensten stated that they are putting the sign on the main corner of the � apartment complex. She stated that the old sign will be removed and there will also be new directional signage on the site. The public hearing was opened at 7:20 p.m. No one appeared at the public hearing. Ms. Halverson moved and Mr. Sholtz seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 7:21 p.m. Ms. Aristy moved and Mr. Sholtz seconded a motion to adopt Resolution RZ04-37, recommending approval of a conditional use permit to allow a sign at Westside Apartments. The motion was approved unanimously. CASE NO: CUP04-8 CONDITIONAL USE PERMIT—HOPKINS HOUSE Ms. Anderson reviewed the changes in the development with the Commission. Troy Mathwig, Jack Boarman and John van Dyke appeared before the Commission. Mr. Boarman reviewed the new site plan with the Commission. Mr. Boarman stated that the original underground parking location has soil problems, so the plans were changed. The Commission discussed the price of the new units. The public hearing was opened at 7:35 p.m. No one appeared at the public hearing. Ms. Halverson moved and Mr. Sholtz seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 7:36 p.m. � MINUTES OF THE ZONING AND PLANNING MEETING Page 2 Mr. Sholtz moved and Ms. Halverson seconded a motion to adopt Resolution RZ04-40, recommending approval of an amendment to the conditional use permit for the former Hopkins � House. The motion was approved unanimously. CASE NO: ZN04-14 - ORDINANCE AMENDMENTS Ms. Anderson reviewed the proposed ordinance amendments with the Commission. The public hearing was opened at 7:40 p.m. No one appeared at the public hearing. Mr. Sholtz moved and Ms. Halverson seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 7:41 p.m. Mr. Aarness moved and Mr. Sholtz seconded a motion to adopt Resolution RZ04-38, recommending approval of Ordinance 04-937, adopting ordinance amendments to the industrial section of the zoning ordinance regarding the percentage of retail. The motion was approved unanimously. CASE: NO: VN04-5 SIDE YARD VARIANCE —220 HOMEDALE ROAD Ms. Anderson reviewed the proposed variance. Amy Tickle and Tom Bird appeared before the Commission. Ms. Tickle stated that they are building a home that is very similar to the home that was there. � Mr. Aarness and Mr. Aristy seconded a motion to adopt Resolution RZ04-39, recommending approval of a side yard variance for the home at 220 Homedale Road. The motion was approved unanimously. ADJOURN Mr. Sholtz moved and Mr. Aarness seconded a motion to adjourn the meeting. The motion was approved unanimously.
