07-27-2004 �-- ZONING AND PLANNING COMMISSION MINUTES July 27, 2004 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, July 27, 2004, at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission members, Jeffrey Paul, Peter Sholtz, Kristi Halverson, Michael Kjos, Jannina Aristy and Virgil Aarness. Mary Hatcher was absent. Also present was City Planner Nancy Anderson. CALL TO ORDER Ms. Halverson called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES Mr. Sholtz and Mr. Paul seconded the motion to approve the minutes of the June 29, 2004, regular meeting. The motion was approved unanimously. CASE NO: CUP04—7 CONDITIONAL USE PERMIT—OAK RIDGE PLACE - SIGN � Ms. Anderson reviewed the proposed sign. Ms. Anderson also stated that the church has applied for a conditional use permit for a new sign. The applicant, Mike Halley, appeared before the Commission. The Commission asked if the church sign would be problem. Mr. Halley stated that the church sign would be approximately 150 feet to the east. The public hearing was opened at 6:35 p.m. No one appeared at the public hearing. Mr. Paul moved and Mr. Sholtz seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 6:36 p.m. Mr. Paul moved and Mr. Sholtz seconded a motion to adopt Resolution RZ04-21, recommending approval of a conditional use permit to construct a sign for Oak Ridge Place. The motion was approved unanimously. CASE NO: ZN04-9 REZONE—FORMER HOPHINS HOUSE Ms. Anderson reviewed the rezoning from B-3 to R-5 PUD for the former Hopkins House site. Jack Boarman, the architect, and Troy Mathwig, the property owner, appeared before the Commission. Mr. Boarman reviewed the site plans with the Commission. �... Mr. Kjos moved and Mr. Sholtz seconded a motion to approve Resolution RZ04-26, recommending approval of a rezoning from B-3 to R-5 PUD for the former Hopkins House site. The motion was approved unanimously. CASE NO: ZN04-11 COMPREHENSIVE PLAN AMENDMENT — FORMER HOPHINS HOUSE Ms. Anderson stated that with the rezoning of the site, the Comprehensive Plan also needs to be amended. Jack Boarman, the architect, and Troy Mathwig, the owner of the property, appeared before the Commission. The public hearing was opened at 7:16 p.m. No one appeared at the public hearing. Mr. Sholtz moved and Mr. Kjos seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 7:17 p.m. Mr. Kjos moved and Mr. Sholtz seconded a motion to adopt Resolution RZ04-26, recommending approval of a Comprehensive Plan Amendment for the former Hopkins House from Commercial to High Density Residential. The motion was approved unanimously CASE NO: CUP04-8 CONDITIONAL USE PERMIT—FORMER HOPKINS HOUSE � Ms. Anderson reviewed the proposed development. Jack Boarman, the architect, and Troy Mathwig, the property owner, appeared before the Commission. Mr. Boarman, stated that they will be removing the entire exterior and putting new exterior materials on the building. The Commission discussed the landscaping, size of the units, price range for the units, phasing of the development, and exterior materials. The public hearing was opened at 7:18 p.m. No one appeared at the public hearing. Mr. Sholtz moved and Mr. Aarness seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 7:19 p.m. Mr. Kjos moved and Ms. Aristy seconded a motion to adopt Resolution RZ04-00, recommending approval of a conditional use permit to redevelop the former Hopkins House Hotel. The motion was approved unanimously CASE NO: SUBD 04-3 PRELIMINARY/FINAL PLAT— FORMER HOPKINS HOUSE Ms. Anderson reviewed the plat. The public hearing was opened at 7:27 p.m. No one appeared at the public hearing. Mr. Sholtz inoved and Mr. Paul seconded a motion to close the public hearing. The motion was approved unanimously. The motion was approved unanimously CASE NO: ZN04-10 ZONING AMENDMENT—FLOOD PLAIN ORDINANCE. Ms. Anderson stated that the City needs to amend the flood plain ordinance to participate in the National Flood Insurance Program. The public hearing was opened at 7:29 p.m. No one appeared at the public hearing. Mr. Kjos moved and Mr. Sholtz seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 7:30 p.m. At the Zoning and Planning meeting Ms. Aristy moved and Mr. Paul seconded a motion to adopt Resolution RZ04-25, recommending approval of Ordinance 04-928, amending the flood plain section of the zoning ordinance. The motion was approved unanimously ADJOURN Mr. Paul moved and Ms. Aristy seconded a motion to adjourn the meeting. The motion was approved unanimously.
