June 29, 2004
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, June
29, 2004, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members, Jeffrey Paul, Peter Sholtz, Mary Hatcher, and Kristi
Halverson. Robert Hatlestad, Michael Kjos, and Jannina Aristy were absent.
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Ms. Hatcher called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mr. Paul moved and Mr. Sholtz seconded the motion to approve the minutes of the May 25,
2004, regular meeting. The motion was approved unanimously.
CASE NO: CONDITIONAL USE PERMIT - DAIRY QUEEN

Ms. Anderson reviewed the site plan. Ms. Anderson gave a history on the traffic study and
stated that because of the Wendy's site there are traffic issues with the proposed development.
Ms. Anderson outlined the three options for the Commission's recommendation. John Donnelly,
representing Dairy Queen, appeared before the Commission. Mr. Donnelly stated that the first
traffic study indicated that there were no traffic issues for the proposed Dairy Queen, and based
on that, the development was put in motion. Nick Sperides, the architect, appeared before the
Commission. Mr. Sperides stated that they refer to the Dairy Queen as casual dining, not fast
food, and it is very upscale. It was also noted that a Wendy's or McDonalds does 70 percent of
their business through the drive-thru and Dairy Queen does about 30 percent through the drive-
thru. No one appeared at the public hearing regarding this issue. Mr. Paul was concerned with
the median on Blake Road. Ms. Anderson stated that Benshoof did look at the placement of the
median and recommended that it remain as is.
The public hearing was opened at 6:50 p.m. No one appeared at the public hearing. Mr. Sholtz
moved and Ms. Halverson seconded a motion to close the public hearing. The motion was
approved unanimously. The public hearing was closed at 6:51 p.m.
Ms. Halverson moved and Mr. Sholtz seconded a motion to adopt Resolution RZ04-19,
recommending approval of a conditional use permit to construct a Dairy Queen at 510 Blake
Road. The motion was approved unanimously.

.,�. Ms. Anderson reviewed the site plan with the Commission. Steve Wohlford, the architect
representing Oakridge Country Club, appeared before the Commission. Mr. Wohlford reviewed
the site plan and also spoke on how the new development would correct drainage problems with
the existing parking lot.
The public hearing was opened at 7:15 p.m. Judy Riner, representing Carol Hines of 722
Drillane Road, appeared before the Commission. Ms. Riner was concerned about the drainage
and the effects to the Drillane properties.
Mr. Sholtz moved and Ms. Halverson seconded a motion to close the public hearing. The
motion was approved unanimously. The public hearing was closed at 7:22 p.m.
Mr. Paul moved and Ms. Halverson seconded a motion to approve Resolution RZ04-20,
recommending approval of a conditional use permit to construct a new club house a Oakridge
Country Club. The motion was approved unanimously.
ITEM: SITE PLAN REVIEW
Ms. Anderson stated that the site plan review ordinance was for the Commission to review again
and the ordinance would be going to the City Council meetings in August far adoption. The
Commission had no further comments.
� ITEM: SETBACKS
The City Council referred back to the Zoning and Planning Commission to review residential
front yard setbacks. The Zoning and Planning Commission indicated that the front yard setbacks
were appropriate, and if there is a variance needed, it should be on a case-to-case basis.
ADJOURN
Mr. Paul moved and Ms. Halverson seconded a motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjourned at 7:30 p.m.
