02-24-2004 ZONING AND PLANNING COMMISSION MINUTES

A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
February 24, 2004, at 6:30 p.m. in the Council Chambers of Hopkins Ciry Hall.
Present were Commission members Michael Kjos, Jeffrey Paul, Peter Sholtz, Kristi Halverson,
Robert Hatlestad, Mary Hatcher and Jannina Aristy.
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Ms. Hatcher called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mr. Sholtz moved and Mr. Hatlestad seconded the motion to approve the minutes of the
January 27, 2004, regular meeting. The motion was approved unanimously.
CASE NO: VN04-01 VARIANCE — LOT WIDTH DRILLANE
Ms. Anderson reviewed the variance request with the Commission. Lesley Ackerberg, the
�— applicant, appeared before the Commission. Ms. Ackerberg stated that she has a very large lot
and it is a large tax burden. She would like to create one and only one additional lot. She also
stated that she will try to leave as many large trees as possible and has talked to many of the
neighbors and none have objected.
Terry Cook of 712 Drillane appeared before the Commission. Mr. Cook was concerned with the
additional driveway and preferred the new driveway to come off of the existing driveway.
Gerry Hager of 734 Drillane appeared before the Commission. Ms. Hager supported the
variance and plat.
Mr. Hatlestad moved and Mr. Paul seconded a motion to approve Resolution RZ04-2,
recommending approval of a lot width variance at 713 Drillane. The motion was approved
unanimously.
CASE NO: SUBD04-1 PRELIMINARY/FINAL PLAT DRILLANE
Ms. Anderson reviewed the proposed plat. Lesley Ackerberg, the applicant, appeared before the
Commission.

�' The public hearing was opened at 6:45 p.m. No one appeared at the public hearing far this item.
Ms. Aristy moved and Ms. Halverson seconded a motion to close the public hearing. The public
hearing was closed at 6:46 p.m.
Ms. Aristy moved and Ms. Halverson seconded a motion to approve Resolution RZ04-3,
recommending approval of a preliminary/final plat at 713 Drillane. The motion was approved
unanimously.
CASE NO: ZCR04-2 CONCEPT REVIEW FORMER KNOX SITE
Ms. Anderson reviewed the site plan with the Commission. John Bakker, Kyle Allison and Lynn
Robson, representing Hopkins Honda, appeared before the Commission. John Bakker, the
architect, reviewed the site plan with the Commission. Mr. Bakker stated they would be cleaning
up the Hennepin County Regional Railroad property landscaping and hope to get a secondary
access to the site from Eighth Avenue. Mr. Allison stated their current site is approximately
60,000 square feet, with the four buildings on various sites, and they have outgrown their current
facilities. The Commission looked favorably on the development.
CASE NO: ZN04-1 ZONING AMENDMENT — GRANDFATHER CLAUSE FOR LOTS
OF RECORD
Ms. Anderson reviewed the history of the moratorium and the proposed amendments.

The public hearing was opened at 7:20 p.m. No one appeared at the public hearing for this item.
Mr. Sholtz moved and Ms. Halverson seconded a motion to close the public hearing. The public
hearing was closed at 7:21 p.m.
Ms. Halverson moved and Mr. Kjos seconded at motion to adopt Resolution RZ04-4,
recommending approval of Ordinance 04-916, amending Section 520.05 regarding existing lots
with less than the minimum requirements in the R-1-A zoning district. The motion was
approved unanimously.
CASE NO: ZN03-6 EAST END OVERLAY DISTRICT
Mr. Hatlestad moved and Mr. Sholtz seconded a motion to continue ZN03-6 to the March
meeting. The motion was approved unanimously.
ADJOURN
Ms. Halverson moved and Mr. Sholtz seconded a motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjourned at 7:30 p.m.
