10-29-2002 —� ZONING AND PLANNING COMMISSION MINUTES
October 29, 2002
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
October 29, 2002, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Ross Bartz, Kristi Halverson, John Szuba, Maureen Allen,
Mary Hatcher and Jay Thompson. Eric Rudolf was absent.
Also present were City Planner Nancy Anderson and City Attorney Jerre Miller.
CALL TO ORDER
Mr. Thompson called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Ms. Hatcher moved and Mr. Bartz seconded the motion to approve the minutes of the
September 24, 2002, regular meeting. The motion was approved unanimously.
ITEM: DOWNTOWN DESIGN OVERLAY DISTRICT

Kersten Elverum, Herman Strauch, and Hillery Fedar gave a slide presentation on the overlay
district. The Committee has been working on the proposed design guidelines since August
2001. The Commission complimented the Committee on their work and supported the proposed
design standards.
CASE NO: VN02-5 VARIANCE— 122 MEADOWBROOK ROAD
Ms. Anderson reviewed the request for the variance with the Commission. Carl and Kim
Corneliuson, the applicants, appeared before the Commission. The applicants stated they were
trying to get more room in their house and have the addition blend in the neighborhood. The
neighbors to the north, Mark and Mary Savoie, appeared before the Commission. The Savoies
were concerned with their property value, the height of the roof, and light, and were not in favor
of the addition.
Mr. Bartz moved and Ms. Allen seconded a motion to adopt Resolution RZ02-25,
recommending approval of a seven—foot side yard variance on the north property line at
122 Meadowbrook Road. The motion was approved unanimously.
CASE NO: W VR02-1 WAIVER OF PLAT 1009-11 MAINSTREET
Ms. Anderson reviewed the reason for the waiver of plat and stated that it is a housekeeping type
-- action. No one appeared before the Commission regarding this item.

Mr. Szuba moved and Ms. Hatcher seconded a motion to adopt Resolution RZ02-24,
recommending approval of a wavier of plat at 1009-11 Mainstreet. The motion was
approved unanimously.
ITEM: TRAINING
Ms. Anderson reminded the Commission of the training session on November 18t�'
ADJOURN
Mr. Szuba moved and Ms. Halverson seconded a motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjourned at 7:45 p.m.
