08-27-2002 ZONING AND PLANNING COMMISSION MINUTES �— August 27, 2002 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, August 27, 2002, at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission Members Ross Bartz, Kristi Halverson, John Szuba, Eric Rudolf and Jay Thompson. Maureen Allen and Mary Hatcher were absent. Also present was City Planner Nancy Anderson. CALL TO ORDER Mr. Thompson called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES Mr. Bartz moved and Ms. Halverson seconded the motion to approve the minutes of the July 30, 2002, regular meeting. The motion was approved on a 3-0 vote. Mr. Szuba and Mr. Thompson abstained. CASE NO: CUP02-6 CONDITIONAL USE PERMIT—ALICE SMITH SIGN � Ms. Anderson reviewed the sign with the Commission. The public hearing was opened at 6:35 p.m. No one appeared at the public hearing regarding this issue. Mr. Bartz moved and Mr. Szuba seconded a motion to close the public hearing at 6:36 p.m. The motion was approved unanimously. Mr. Szuba moved and Mr. Bartz seconded a motion to adopt Resolution RZ02-19, recommending approval of a sign at Alice Smith Elementary School. The motion was approved unanimously. CASE NO: CUP02-7 CONDITIONAL USE PERMIT—FENCE 275 COTTAGE DOWNS Ms. Anderson reviewed the proposed fence with the Commission. Charles Goldenberg appeared before the Commission. Mr. Goldenberg stated that the retaining wall was constructed to make the back yard more functional. The public hearing was opened at 6:40 p.m. No one appeared at the public hearing regarding this issue. � Mr. Szuba moved and Ms. Halverson seconded a motion to close the public hearing at 6:41 p.m. MINUTES OF THE ZONING AND PLANNING MEETING Page 2 The motion was approved unanimously. �-- Mr. Bartz moved and Mr. Szuba seconded a motion to adopt Resolution RZ02-20, recommending approval of a fence at 275 Cottage Downs. The motion was approved unanimously. Ellen Cousins, representing the Alice Smith Playground Committee, arrived at this time. Even though the sign was approved, Ms. Cousins showed the Commission the proposed sign and placement. CASE NO: ZN02-7 ORDINANCE AMENDMENT- DEFINITIONS Ms. Anderson reviewed the proposed definition of a porch with the Commission. The Commission had no changes for the definition. The public hearing was opened at 6:45 p.m. No one appeared at the public hearing regarding this issue. Mr. Bartz moved and Mr. Szuba seconded a motion to close the public hearing at 6:46 p.m. The motion was approved unanimously. Mr. Szuba moved and Mr. Rudolph seconded a motion to adopt Resolution RZ02-21, recommending approval of Ordinance 02-882 amending the definition of a porch. The � motion was approved unanimously. ADJOURN Mr. Szuba moved and Mr. Rudolph seconded a motion to adjourn the meeting. The motion was approved unanimously.
