07-30-2002 ZONING AND PLANNING COMMISSION MINUTES

A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, July
30, 2002, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Maureen Allen, Mary Hatcher, Ross Bartz, and Kristi
Halverson. John Szuba, Eric Rudolf and Jay Thompson were absent.
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Mr. Bartz called the meeting to order at 6:30 p.m.
ELECTION OF OFFICERS
Mr. Bartz nominated Mr. Thompson for chairperson. Ms. Hatcher seconded the motion. There
were no other nominations for chair. Mr. Thompson was elected chairperson on a 3-0 vote. Ms.
Allen abstained.
Ms. Allen nominated Mr. Szuba for vice chair. Ms. Hatcher seconded the motion. There were
� no other nominations for vice chair. Mr. Szuba was elected vice chair unanimously.
APPROVAL OF MINUTES
Ms. Allen moved and Ms. Hatcher seconded the motion to approve the minutes of the June
25, 2002, regular meeting. The motion was approved unanimously.
CASE NO: ZN02-1 REZONING AND COMPREHENSIVE PLAN AMENDMENT FOR
THE B-1 AREA
Ms. Anderson reviewed the reasons for the rezoning and Comprehensive Plan amendment.
The public hearing was opened at 6:35 p.m.
Ron Foreman of 609 East Park Valley Drive appeared before the Commission. Mr. Foreman
was concerned that Second Avenue would be changed to allow truck traffic.
Roger Buys of 605 East Park Valley Drive appeared before the Commission. Mr. Buys was also
concerned that Second Avenue would be changed to allow truck traffic.
Ms. Anderson stated that at this time there were no plans to allow trucks on Second Avenue and
that the Business Parking zoning does limit the amount of warehousing.

Ms. Allen moved and Ms. Halverson seconded a motion to close the public hearing at 6:45 p.m.
�--' The motion was approved unanimously.
Ms. Hatcher moved and Ms. Halverson seconded a motion to adopt Resolution RZ02-1,
recommending approval of Ordinance 02-864m, rezoning the B-1 area north of Seventh
Street. The motion was approved unanimously.
Ms. Hatcher moved and Ms. Halverson seconded a motion to adopt Resolution RZ02-18,
recommending approval of the Comprehensive Plan amendment for the B-1 area south of
Seventh Street. The motion was approved unanimously.
ITEM: DISCUSSION ON PORCHES
Ms. Anderson reviewed the proposed definition of a porch with the Commission. The
Commission had no changes for the definition. Staff will set a public hearing for the August
meeting.
ADJOURN
Ms. Halverson moved and Ms. Hatcher seconded a motion to adjourn the meeting. The
motion was approved unanimously. The meeting was adjourned at 6:50 p.m.
