A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, April
30, 2002, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Ross Bartz, Maureen Allen, Eric Rudolf, Mary Hatcher,
Kristi Halverson, John Szuba, and Jay Thompson.
Also present were City Planner Nancy Anderson and City Attorney Jerre Miller.
CALL TO ORDER
Mr. Szuba called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mr. Bartz moved and Ms. Allen seconded the motion to approve the minutes of the March 26,
2002, regular meeting. The motion was approved on unanimously.
CASE NO. ZN02-3 ZONING AMENDMENTS - CARS
� Ms. Anderson reviewed the proposed amendment. Ms. Anderson stated that the ordinance had
not changed since the ordinance was reviewed at the work session with the City Council.
The public hearing was opened at 7:03 p.m.
Ronald Chrast of 318 llth Avenue North appeared before the Commission. Mr. Chrast was
concerned that he would not be able to park his car where he parks now. Mr. Chrast was told
that the proposed ordinance would not affect where he parks his car.
Don Roesner of 618 West Park Valley Drive appeared before the Commission. Mr. Roesner
spoke in favor of the ordinance.
Paul Lund of 614 West Park Valley Drive appeared before the Commission. Mr. Lund also
spoke in favor of the ordinance.
Ms. Allen moved and Ms. Hatcher seconded a motion to close the public hearing at 7:10 p.m.
The motion was approved unanimously.
Mr. Bartz moved and Mr. Thompson seconded a motion to approve Resolution RZ02-07,
recommending approval of the zoning amendments. The motion was approved on a 7-0
vote.

CASE NO. ZN02-4 ZONING AMENDMENT

Ms. Anderson reviewed the proposed ordinance amendment with the Commission. The public
hearing was opened at 7:20 p.m. No one spoke at the public hearing regarding the ordinance
amendments.
Mr. Bartz moved and Ms. Halverson seconded a motion to close the public hearing at 7:21 p.m.
The motion was approved unanimously.
Mr. Thompson moved and Ms. Hatcher seconded a motion to approve Resolution RZ02-08,
recommending approval of the zoning amendment. The motion was approved unanimously.
CASE NO: VN02-1 VARIANCE - FRONT YARD SETBACK
Ms. Anderson reviewed the proposed variance with the Commission. Carey and Shealan
Brendalen, the applicants, appeared before the Commission. Shealan Brendalen stated that they
sent letters to 11 of their neighbors regarding the addition and variance and received all 11 back.
All were in favor of the variance. They would like to start the addition this summer. The
Commission discussed in detail the hardship.
Mr. Bartz moved and Mr. Rudolph seconded a motion to approve Resolution RZ02-O5,
recommending approval of the front yard setback variance. The motion was approved on a
5-1 vote. Mr. Thompson voted nay and Mr. Rudolph abstained.

CASE NO: VN02-1 VARIANCE SIGNS
Ms. Anderson reviewed the sign variance with the Commission. Jeff Hagen, the applicant,
appeared before the Commission.
Mr. Thompson moved and Ms. Halverson seconded a motion to approve Resolution RZ02-06,
recommending approval of the sign variance. The motion was approved unanimously.
ADJOURN
Mr. Bartz moved and Mr. Rudolph seconded the motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjourned at 8:15 p.m.
