03-26-2002 ZONING AND PLANNING COMMISSION MINUTES March 26, 2002 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, March 26, 2002, at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission Members Ross Bartz, Maureen Allen, Eric Rudolf, Mary Hatcher, Kristi Halverson, John Szuba, and Jay Thompson. Also present were City Planner Nancy Anderson and City Attorney Jerre Miller. CALL TO ORDER Mr. Szuba called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES Ms. Hatcher moved and Mr. Bartz seconded the motion to approve the minutes of the February 26, 2002, regular meeting. The motion was approved on a 4-0 vote. Mr. Szuba and Mr. Thompson abstained. � CASE NO. CUP02-1 CONDITIONAL USE PERMIT— SUPERVALU CREDIT UNION Ms. Anderson reviewed the applicant's request. Mr. Rudolph came in at this time. Rosemarie Kuretich, the applicant, and Nelson Berg appeared before the Commission. There was a discussion on the hours of operation, the type of transactions at the window, stacking, and ability to stack from the south, number of inembers, availability of ATM machines, number of payrolls, and courier service to other facilities. Ms. Kuretich stated that if there were a problem with the stacking on the north, they would reverse the stacking to the south. No one appeared at the public hearing regarding this item. The public hearing was opened at 6:55 p.m. No one appeared at the public hearing. Ms. Allen moved and Mr. Bartz seconded to close the public hearing at 6:56 p.m. The motion was approved unanimously. Ms. Allen moved and Ms. Hatcher seconded a motion to approve Resolution RZ02-4, recommending approval of the conditional use permit. The motion was approved on a 6-0 vote. Mr. Rudolph abstained. CASE NO. ZN02-2 ZONING AMENDMENT—TOBACCO SHOPS Ms. Anderson reviewed the proposed ordinance amendment with the Commission. Ms. Allen reviewed the Chemical Health Commission's recommendation. Ibrahim Al-Khalel and Tarek .... Wazwaz appeared before the Commission. The public hearing was opened at 7:00 p.m. �- Charles Nalls appeared before the Commission. Mr. Nalls owns the existing tobacco shop in the B-2 district. Mr. Nalls stated that he does not want the zoning changed. Joe Abumayaleh appeared before the Commission. Mr. Abumayaleh is planning on purchasing Back Door Tobacco and also does not want tobacco shops in the B-3 district. Mr. Bartz moved and Mr. Thompson seconded to close the public hearing at 7:10 p.m. The motion was approved unanimously. Mr. Bartz moved and Ms. Allen seconded a motion to approve Resolution RZ02-3, recommending denial of the zoning amendment. The motion was approved unanimously. CASE NO: VNO1-4 VARIANCE - 101 INTERLACHEN ROAD Ms. Anderson reviewed the status of the ordinance amendment with the Commission regarding this variance. Kim Fons, the applicant, appeared before the Commission. CASE NO: ZCR02-02 CONCEPT REVIEW-ALLIANT TECH Ms. Anderson reviewed the proposed development with the Commission. Bill Beard, the applicant, and Brian Sullivan appeared before the Commission. Mr. Beard reviewed the proposed development with the Commission. `- The following were the public comments: Steve Shaw of 301 Monroe Avenue North appeared before the Commission. Mr. Shaw was opposed to the carriages home on the corner of Monroe and Second Street. Alice Miller of 217 Monroe Avenue North appeared before the Commission. Ms. Miller was concerned with the height of the carriage homes and the drainage problems in the area. Bob Shaw of 309 Monroe Avenue North appeared before the Commission. Mr. Shaw was concerned with the density of the carriage homes on the corner of Monroe and Second Street. Rob Healy of 245 Van Buren Avenue North appeared before the Commission. Mr. Healy was concerned with the style of homes, lesser density and the loss of green space. A1 Krattley of 226 Van Buren Avenue North appeared before the Commission. Mr. Krattley was against the development because of concerns with the density, the carriage homes on Monroe, parking on the street and the power problems in the area. Donald Howe of 235 Van Buren Avenue North appeared before the Commission. Mr. Howe was concerned with the setbacks, that the proposed homes fit more with the downtown area and that the proposed homes do not fit with the 1950s- style ramblers. �-.- Dan Engstrom of 225 Van Buren Avenue North appeared before the Commission. Mr. Engstrom MINUTES OF THE ZONING AND PLANNING MEETING Page 3 was concerned with the height of the proposed buildings and the density of the development. � Roy Hogge of 241 Van Buren Avenue North appeared before the Commission. Mr. Hogge wanted to know if a street would be added between Tyler and Van Buren, did not want a sidewalk on Van Buren, and was concerned with the density, and drainage He was against the proposal. ITEM: REVIEW ZONING AMENDMENTS Ms. Anderson stated that the City Council would be reviewing the proposed language at a work session on Apri19'h. The Planning Commission is encouraged to attend. ADJOURN Mr. Thompson moved and Mr. Bartz seconded the motion to adjourn the meeting. The motion was approved unanimously.
