02-26-2002 � ZONING AND PLANNING COMMISSION MINUTES February 26, 2002 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, February 26, 2002, at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission Members Ross Bartz, Maureen Allen, Eric Rudolf, Mary Hatcher, and Kristi Halverson. Mr. Szuba and Mr. Thompson were absent. Also present were City Planner Nancy Anderson and City Attorney Jerre Miller. CALL TO ORDER Mr. Bartz called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES Ms. Allen moved and Ms. Hatcher seconded the motion to approve the minutes of the January 29, 2002, regular meeting. The motion was approved unanimously. CASE NO. CUP02-1 CONDITIONAL USE PERMIT—THE BLAKE SCHOOL �. Ms. Anderson reviewed the conditional use permit request with the Commission. Tom Betti, representing Blake School, appeared before the Commission. Mr. Betti reviewed the site plan with the Commission. Mr. Betti stated that the stadium had been scaled down a little and now would seat 814. Mr. Betti stated that they would like to start in April or May and have the project completed for the fall sports season. The public hearing was opened at 6:45. No one appeared at the public hearing. Ms. Allen moved and Ms. Hatcher seconded to close the public hearing at 6:46. The motion was approved unanimously. Ms. Hatcher moved and Ms. Allen seconded a motion to approve Resolution RZ02-2, recommending approval of the conditional use permit. The motion was approved unanimously. CASE NO. ZCR02-1 CONCEPT REVIEW—THE CORNERSTONE GROUP Ms. Anderson reviewed the concept for the retail/residential development between Seventh and Eighth Avenues on the south side of Mainstreet. Heidi Kurtze and Charles Schatz appeared before the Commission. Ms. Kurtze is from the Cornerstone Group and Mr. Schatz is the architect for the project from DJR Architecture, Inc. Mr. Schatz reviewed the site plan with the � MINUTES OF THE ZONING AND PLANNING MEETING Page 2 � Commission. Some of the discussion items were the following: • Separation between retail and residential areas • Trash area location • Design of the units • Elevator • Community room on the second floor • Underground parking • Balconies for the residential units • Schedule ITEM: REVIEW ZONING AMENDMENTS - CARS Ms. Anderson reviewed the proposed changes with the Commission. The Commission will look at the language at the March meeting. The City Council will review the proposed language at a work session on April 9t�'. ITEM: REVIEW ZONING AMENDMENTS Ms. Anderson reviewed the amendments with the Commission. Staff will work on changes suggested by the Commission for review next month. �— ADJOURN Ms. Hatcher moved and Ms. Halverson seconded the motion to adjourn the meeting. The motion was approved unanimously.
