ZONING AND PLANNING COMMISSION MINUTES

November 27, 2001
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
November 27, 2001, at 7:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Bruce Rowan, Jay Thompson, John Szuba, Maureen Allen,
Eric Rudolf, Mary Hatcher, and Ross Bartz.
Also present were City Planner Nancy Anderson and City Attorney Jerre Miller.
CALL TO ORDER
Mr. Szuba called the meeting to order at 7:30 p.m.
APPROVAL OF MINUTES
Mr. Bartz moved and Mr. Rowan seconded the motion to approve the minutes of the October 30,
2001, regular meeting. The motion was approved unanimously.

EAST END MARKET AND LAND USE STUDY
Mark Koegler reviewed the results of the Market Study with the Commission.
CASE NO. VNO1-5 VARIANCE—LOT EAST OF 707 OAKRIDGE ROAD
Ms. Anderson reviewed the variance with the Commission. Randy Hanson, the applicant,
appeared before the Commission. Mr. Hanson stated that he wants to save the oak trees on the
lot. Without the variance, the oak trees would have to be removed to construct a home.
The following individuals appeared before the Commission
Randy Engel of 810 Valley Way
Roger Hauk of 820 Edgemoor Drive
Dan Johnson of 705 Valley Way
Mark Pitzele of 715 Valley Way
Sid Chadda of 710 Edgemoor Drive
Ruth Kahn of 712 Valley Way
The above individuals spoke against granting the applicant the variance and constructing a home
on the lot. Some of the reasons they gave for not allowing the variance are the following:

• Smaller home than other homes in the neighborhood.
`' • Concerns with the drainage
• Build home in front of another home
• Is unique neighborhood
• Neighborhood will not benefit from this.
• Not a place to put a smaller home.
• Lot too compromised to build on.
Mr. Thompson moved and Mr. Bartz seconded to continue the variance with the following
conditions that the applicant supply to the City:
• Survey of lot
• Topographic map of lot
• Footprint of the home without a variance.
Ms. Anderson noted that if the item was to be continued the applicant would have to agree for
the continuance because of the 60-day rule. Mr. Hanson stated that he would build the home
without the variance. Mr. Thompson and Mr. Bartz withdrew their motion. After further
discussion with Mr. Hanson, he agreed to continue the variance to the next meeting. Mr.
Thompson moved and Mr. Bartz seconded the motion to continue the variance to the
December meeting with the same conditions as the first motion. The motion was approved
� unanimously.
CASE NO. ZNO1-7 MODIFICATION OF TAX INCREMENT DISTRICT 2-11
Ms. Anderson reviewed the item with the Commission. Ms. Allen moved and Ms. Hatcher
seconded to approve Resolution RZO1-14, stating that the modification to the tax
increment-financing plan for Tax Increment Financing District 2-11 conforms to the
general plan for the development of the City of Hopkins. The motion was approved
unanimously.
ITEM: WORK SESSION MEETING
The Commission discussed the date for a work session to discuss the East End Study. The
Commission decided to meet on Tuesday, January 15.
ADJOURN
Ms. Allen moved and Mr. Bartz seconded the motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjourned at 9:05 p.m.
