`� ZONING AND PLANNING COMMISSION MINUTES
June 26,2001
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, June 26,
2001, at 7:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Bruce Rowan, Jay Thompson, John Szuba, Maura Swanson,
Ross Bartz and Eric Rudolf. Maureen Allen was absent.
Also present were City Planner Nancy Anderson and City Attorney Jerre Miller.
CALL TO ORDER
Ms. Swanson called the meeting to order at 7:30 p.m,
APPROVAL OF MINUTES
Mr. Szuba moved and Mr. Bartz seconded the motion to approve the minutes of the May 29, 2001,
regular meeting. The motion was approved on a 6-0 vote.
CASE NO: CUPO1-01 ST. THERESE ADDITION

Ms. Anderson reviewed the proposed addition with the Commission. Mike Page, representing St.
Therese, appeared before the Commission. Mr. Page reviewed the site plan with the Commission.
Mr. Page stated that they had always planned an addition and at the time the building was
constructed, a nursing home was proposed. Mr. Page also stated that they had a neighborhood
meeting and no one attended. The Commission discussed the parking, landscaping, exterior, and if
there would be future additions.
The public hearing was opened at 8:10 p.m. No one appeared at the public hearing regarding this
issue. Mr. Bartz moved and Mr. Rowan seconded a motion to close the public hearing at 8:11 p.m.
The motion was approved unanimously.
Mr. Thompson moved and Mr. Rowan seconded a motion to approve Resolution RZO1-3,
recommending approval of a Conditional Use Permit to construct an addition to St. Therese. The
motion was approved unanimously.
CASE NO: VNO1-2 VARIANCE— SIDE YARD SETBACK
Ms. Anderson reviewed the applicant's request with the Commission. Steve Stadler, the public
works director, discussed how a sidewalk could be constructed in the right-of—way and the amount
of right-of-way needed. Bob Brandel, the applicant, appeared before the Commission. Mr. Brandel
reviewed the variance request with the Commission. Mr. Brandel stated that he needed additional
space.

1' Harold Christenson appeared before the Commission. Mr. Christenson was concerned with the
safety of the intersection if the addition were constructed, if granting a variance without a hardship
created precedence, and the effect this addition would have on the property values of the homes in
the area.
The Commission discussed the hardship issue at length, including whether the applicant had a
hardship.
Mr. Szuba moved and Mr. Thompson seconded a motion to approve Resolution RZO1-4,
recommending denial of a variance to construct an addition to the home at 345 16�' Avenue North.
'The motion was approved on a 6-1 vote. Mr. Rowan voted nay.
CASE NO: VNO1-3 VARIANCE—REAR YARD SETBACK
Ms. �nderson reviewed the applicant's request. Chris Tower, the applicant, appeared before the
Commission. The Commission discussed that the existing setback is two feet. There was no one in
the audience to speak on this issue.
Mr. Rowan moved and Mr. Szuba seconded a motion to approve Resolution RZO1-7 recommending
approval of a variance to construct a garage with a two-foot rear yard setback. The motion was
approved unanimously.

ITEM: DISCUSSION ON THE PARKING OF'NON-PASSENGER VEHICLES
Ms. Anderson reviewed the recommendations for the parking of RVs in residential neighborhoods.
Nancy Daube of 725 Seventh Avenue South appeared before the Commission. Ms. Daube stated
that she does not have access to her backyard for the parking of her RV. Ms. Daube stated that her
RV was 18 feet in length and she currently parks it in front of her garage.
The Commission discussed where to park RVs.
ADJOURN
Mr. Thompson and Mr. Szuba seconded the motion to adjourn the meeting. The motion was
approved unanimously. The meeting was adjourned at 9:30 p.m.
