01-30-2001 ZONING AND PLANNING COMMISSION NIINUTES

A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, January
30, 2001, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members John Szuba, Ross Bartz, Bruce Rowan, Maureen Allen, Jay
Thompson, and Eric Rudolf. Maura Swanson was absent.
Also present was City Planner Nancy Anderson.
CALL TO ORDER
Mr. Szuba called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mr. Bartz moved and Mr. Rowan seconded the motion to approve the minutes of the January 3,
2001, regular meeting. The motion was approved on a 6-0 vote.
ITEM: REVIEW SCHEDULE FOR ZONING AMENDMENTS
Ms. Anderson reviewed the schedule for zoning amendments. Ms. Anderson stated that if the
Commission needed longer for a topic or if a topic were finished, the schedule would be changed.
The Commission discussed who was going to be notified. The Commission was satisfied with the

notification procedure.
ITEM: EAST END AND BLAKE ROAD LAND USE AND MARKET ANALYSIS
Ms. Anderson discussed the upcoming east end study and the Commission's involvement in the
study to review the area along Blake Road. At one time the study was for only the north side of
Excelsior Boulevard from 169 to Blake Road. During the visioning process there was a concern
about the appearance of Blake Road from Excelsior Boulevard to Highway 7. The Blake Road
area was added to the study. Now the study will probably be expanding to a larger area because the
City may receive money from the Met Council. Ms. Anderson told the Commission that the study
would probably start in a couple of months.
ITEM: TRANSIT HUB
Ms. Anderson explained the need for the transit hub and reviewed the three alternatives for the
transit hub. Staff is recommending Alternative Three to the City Council. The main reason for this
recommendation is the separation of the park-and-ride and the bus transfer area. The Commission
agreed with the staff recommendation.
ADJOURN
Mr. Thompson moved and Ms. Allen seconded the motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjoined at 7:25 p.m.
