11-01-2000 ZONING AND PLANNING COMMISSION NIINUTES November 1, 2000 A regular meeting of the Hopkins Zoning and Planning Commission was held on Wednesday, November 1, 2000, at 6:00 p.m. in the Raspberry Room of Hopkins City Hall. Present were Commission Members John Szuba, Ross Bartz, Maureen Allen, Bruce Rowan, Maura Swanson, and Jay Thompson. Mr. Rudolf was absent. Also present was City Planner Nancy Anderson. CALL TO ORDER Ms. Swanson called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES Mr. Bartz moved and Mr. Szuba seconded the motion to approve the minutes of the September 26, 2000, regular meeting. The motion was approved on a 5-0 vote. Ms. Swanson abstained. CASE NO: VN00-6 VARIANCE ACCESSORY BUILDING 1409 CAMBRIDGE Ms. Anderson reviewed the applicant's request. Ms. Anderson noted that Mr. Emme has continued to work on the building after receiving a stop order from the building inspector. Mr. Emme, the applicant, appeared before the Commission. Mr. Emme stated that the old building was damaged in a storm and he was replacing this building. The old building was 10' x 12', and the new building is 12' x 20'. Mr. Emme stated that he did not get a building permit because he did not think he needed one to replace a building. Jackie Duda of 1413 Cambridge appeared before the Commission. Ms. Duda stated that Mr. Emme has eight cars in his driveway and that he works on cars other than his own. � Ms. Duda was not in favor of the granting of the variance. Mr. Szuba moved and Mr. Bartz seconded a motion to approve Resolution RZ00-21, recommending denial of a variance to allow an accessory building at 1409 Cambridge. The motion was approved on a 3-2 vote. Mr. Rowan and Mr. Thompson voting nay. Ms. Allen abstained. ITEM: DISCUSSION RV, CARS,AND ACCESSORY BUILDINGS The Commission reviewed a video that was done by the former housing inspector showing junk and cars on residential property. The Commission also reviewed pictures taken by the housing inspector. The Commission discussed various issues regarding the regulating of —� cars, RVs, boats and accessory buildings. - NIINUTES OF THE ZONING AND PLANNING MEETING --- Page 2 Judy Galvan appeared before the Commission. Ms. Galvan has a boat that is over the allowed 18 feet. The boat is stored on their lot in the summer and put in storage for the winter. Paul Lund appeared before the Commission. Mr. Lund asked if his neighbor with a tow truck was allowed to pazk this truck in his driveway. ITEM: PAWNSHOPS Last month the Commission asked staff to find out information on a system that tracks items in pawnshops. Ms. Anderson the reviewed system with the Commission. The Commission indicated they did not want to amend the Zoning Ordinance to regulate pawnshops. Staffwill write a memo to the Council on this recommendation. Ms. Anderson reminded the Commission that there will be a joint meeting on November 28. The meeting will start at 6:00 p.m. and food will be served. ADJOURN Mr. Thompson moved and Ms. Allen seconded the motion to adjourn the meeting. The motion was approved unanimously.
