ZONING AND PLANNING COMMISSION MINUTES September 26,2000 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, September 26, 2000, at 6:00 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission Members John Szuba, Eric Rudolph, Ross Bartz, Maureen Allen, Bruce Rowan, and Jay Thompson. Maura Swanson was absent. Also present were City Planner Nancy Anderson and City Attorney Jerre Miller. CALL TO ORDER Mr. Szuba called the meeting to order at 6:00 p.m. APPROVAL OF MINUTES Ms. Allen moved and Mr. Thompson seconded the motion to approve the minutes of the August 29, 2000, regular meeting. The motion was approved unanimously. � ITEM: DISCUSSION RV, CARS,AND ACCESSORY BUILDINGS The City Council has discussed the regulating of RVs, cars and accessory buildings. The City Council has referred this discussion to the Zoning and Planning Commission. The Commission discussed the proposed changes. Mr. Thompson was concerned with regulating what residents can do with their property. CASE NO: CUP2000-6 CONDITIONAL USE PERMIT—FENCE Ms. Anderson reviewed the applicants' request for a six-foot fence around their entire backyard. Joseph and Deann Speltz, the applicants, appeared before the Commission. They stated that their biggest concern with the pool is safety. No one appeared at the public heaxing regarding this item. Mr. Speltz also had a letter from his insurance company that required a six-foot fence surrounding pools. It was noted that the abutting neighbor is not opposed to the fence. The public hearing was opened at 6:25 p.m. No one spoke at the public hearing. Mr. Rowan moved and Ms. Allen seconded a motion to close the public hearing at 6:26 p.m. The motion was approved unanimously. Mr. Thompson moved and Mr. Rowan seconded a motion to approve Resolution RZ00- 20, recommending approval of a conditional use permit to construct a fence. The --� motion was approved on a 6-0 vote. NIlNUTES OF THE ZONING AND PLANNING MEETING - — Page 2 Steve Shaw of 301 Monroe Avenue North appeared before the Commission. Mr. Shaw came for the discussion on RVs. Although the Commission had finished this discussion, they let Mr. Shaw speak. Mr. Shaw was concerned with the parking of RVs on the property and that Hopkins has small lots and not a lot of room to park RVs on the side of the home. ITEM: PAWNSHOPS Ms. Anderson discussed the past discussions on pawnshops. The Commission discussed if the perception that pawnshops are not a good use. The Commission did not indicate that there was a problem with the use of pawnshops, only how they were managed. Mr. Bartz spoke to a police offcer that told him there was a better system to track items than what is used now. Staff will check with the police regarding this system. ITEM: DISCUSSION CAR LOTS. Last year there were several discussions regarding car lots and how they are regulated. The Commission discussed the number of cars allowed on the lots and the physical appearance of the lots. Ms. Anderson told the Commission that the City Council would be discussing this in the future and give some direction to the Commission. --� The Commission decided to move the October 31 meeting to Wednesday, November 1.
