ZONING AND PLANNING COMMISSION MINUTES

A regular meeting of the Zoning and Planning Commission was held on Tuesday, April 25,
2000, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Dorothy Boen, Randy Engel, Roger Gross, John
Szuba, Maura Swanson, Eric Rudolph, and Ross Bartz.
Also present were City Planner Nancy Anderson, Director of Planning and Economic
Development Jim Kerrigan, and Public Works Director Steve Stadler.
CALL TO ORDER
Ms. Boen called the meeting to order at 6:30 p.m.
APPROVAL OF MINUTES
Mr. Engel moved and Mr. Bartz seconded the motion to approve the minutes of the March
-_. 28, 2000, regular meeting. The motion was approved on a 6-0 vote. Ms. Swanson
abstained.
CASE NO: CUP00-2 CONDITIONAL USE PERMIT- SUPERVALU
Ms. Anderson stated that SuperValu has asked to have their items continued to the May
meeting because their plans have changed. However, SuperValu was at the meeting to
discuss any issues regarding their proposed development.
Several residents of south Hopkins appeared before the Commission. The residents were
concerned with the vacation of 6�' Avenue, the possible impact of increased emergency
vehicle response time, and the noise generated from the site.
Steve Stadler, the Public Works Director, appeared before the Commission. Mr. Stadler
reviewed the tr�c concerns that were discussed at the neighborhood meeting held by
SuperValu.
Jim Benshoof of Benshoof and Associates appeared before the Commission. Mr. Benshoof
did the traff'ic study for the proposed development. Mr. Benshoof stated that the following
were the concerns with Sixth Avenue being closed:

• Emergency access

• Sixth Avenue used as a truck route
• Through traff c
Mr. Benshoof reviewed the four options with the Commission for upgrading of the
intersection of 10�'Avenue and Sixth Street.
Sher Azizi and Mary McGlinch of SuperValu appeared before the Commission. Mr. Azizi
discussed the site plan and the need to vacate Sixth Avenue.
Mr. Bartz moved and Mr. Engel seconded a motion to continue CUP00-2 to the May
meeting. The motion carried unanimously.
CASE NO: VAC00-1 VACATION–SIXTH AVENUE
Mr. Gross moved and Mr. Engel seconded a motion to continue VAC00-1 to the May
meeting. The motion carried unanimously.
CASE NO: SUBD00-1 SUBDIVISION APPROVAL– SUPERVALU
Mr. Engel moved and Mr. Szuba seconded a motion to continue SUBD00-1 to the May
meeting. The motion carried unanimously.

CASE NO: VN00-2 HEIGHT VARIANCE- SUPERVALU
Mr. Gross moved and Mr. Bartz seconded a motion to continue VN00-2 to the May
meeting. The motion carried unanimously.
CASE NO: ZN00-5 -ZONING AMENDMENTS
Ms. Anderson reviewed the proposed amendments with the Commission. Ms. Anderson
stated that they are housekeeping type amendments.
The public hearing was opened at 7:50 p.m. No one in the audience appeared before the
Commission regarding this item. Mr. Gross moved and Mr. Szuba seconded a motion to
close the public hearing at 7:51 p.m. The motion carried unanimously.
Ms. Swanson moved and Mr. Gross seconded a motion to approve Resolution RZ00-9,
recommending approval of Ordinance 00-841. The motion carried unanimously.
ADJOURN
Ms. Swanson moved and Mr. Szuba seconded the motion to adjourn at 7:55 p.m. The
