October 27, 2015
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
October 27, 2015, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Brian Hunke, Gary Newhouse, Scott Kerssen, Emily
Wallace-Jackson, Matt McNeil and James Warden. Mr. Tait was absent.
Also present was staff inember Nancy Anderson.
CALL TO ORDER
Mr. Kerssen called the meeting to order at 6:30 p.m. in the Council Chambers.
APPROVAL OF MINUTES
Mr. McNeil moved and Mr. Hunke seconded the motion to approve the minutes of the
September 29, 2015, regular meeting. The motion was approved unanimously.
ITEM: REZONING 810 FIRST STREET SOUTH

Ms. Anderson reviewed the proposed rezoning. Tony Kuechle, representing Kelly Doran,
appeared before the Commission. Mr. Kuechle reviewed the proposed rezoning from Industrial
to Mixed Use.
The public hearing was opened at 7:07 p.m. No one appeared at the public hearing. Mr.
McNeil moved and Mr. Newhouse seconded a motion to close the public hearing. The motion
was approved unanimously. The public hearing was closed at 7:08 p.m.
Mr. McNeil moved and Mr. Hunke seconded a motion to adopt Resolution RZ15-25,
recommending approval for rezoning 810 First Street South. The motion was approved
unanimously.
ITEM: SITE PLAN APPROVAL—241-UNIT APARTMENT BUILDING
Ms. Anderson reviewed the 241-unit apartment building with the Commission. Tony Kuechle,
representing Kelly Doran, the applicant, appeared before the Commission. Mr. Kuechle
reviewed the site plan with the Commission.
The public hearing was opened at 7:08 p.m. No one appeared at the public hearing. Mr.
Warden moved and Mr. Newhouse seconded a motion to close the public hearing. The motion
was approved unanimously. The public hearing was closed at 7:02 p.m.

Mr. McNeil moved and Ms. Wallace-Jackson seconded a motion to adopt Resolution RZ15-
26, recommending approval for the construction of a 241-unit apartment building. The
motion was approved unanimously. �
ITEM: SIDE YARD VARIANCE— 140 11TH AVENUE NORTH
Ms. Anderson reviewed the proposed variance. Ms. Anderson stated that she received positive
comments for this variance. Billee Kraut, the applicant, appeared before the Commission. No
one appeared at the meeting regarding this item.
Mr. Newhouse moved and Mr. Hunke seconded a motion to adopt Resolution RZ15-24,
recommending approval of a side yard setback variance at 140 llth Avenue North. The
motion was approved unanimously.
ADJOURN
Mr. Warden moved and Mr. Hunke seconded a motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjourned at 7:20 p.m.

CONCEPT REVIEW—OPERATIONAL AND MAINTENANCE FACILITY
Proposed Action
This is a concept review that requires no action. Any comments regarding the development
would be helpful to the applicant for future applications. The attached plans are at the 60 percent
level.
Overview
The applicant, the Southwest Project Office for the Green Line Extension Light Rail, is
proposing to construct an operation and maintenance facility (OMF). The property is located in
south Hopkins and includes the following addresses: 1515 Sixth Street South, 1500 Fifth Street
South, and 544, 610 16th Avenue South. There are also two small buildings that will be acquired
south of 610 16�' Avenue South. The existing buildings will be razed.
The OMF will be located parallel to the tracks on the west side of the sites. The employee
"� parking will be located on the north side of the side of the site with access to the parking from
Fifth Street South. LRT trains will be able to go either way on the tracks from the OMF.

Primary Issues to Consider
• What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The zoning of the existing property is I-1, Industrial. The Comprehensive Plan has designated
the site as industrial use.
• What are the preliminary specifics of the redevelopment proposal?
Building
The building, as proposed, will be 58 feet at the highest part. This section is the mechanical
screening area. The majority of the building will be approximately 44 feet in height.
Parking/Access
Access to the parking area will be from Fifth Street South. There will be 83 parking spaces on
the north side of the site. There will also be another parking area on the south side of the site that
will have 21 parking spaces. Access to this area will be from Sixth Street South.
--1 Interior
The interior will have areas for maintenance of the LRT vehicles, storage of the vehicles and
offices. There will be five tracks for the storage of vehicles and four tracks for maintenance.
The first floor will be used for storage and maintenance of the vehicles. There will also be shop
areas. The second floor will have offices, training, locker, and conference rooms.
Exterior
The exterior will be a combination of precast concrete panel, precast concrete panel with metal
panel and polycarbonate panel system.
Landscaping
The preliminary plans indicate landscaping of trees, shrubs, perennial and ornamental grasses.
The number and location of the plantings is not indicated. There will be three basins located
near the north parking area and two ponds located on the south side of the site.
Sidewalk
There will be a sidewalk on Fifth Street, with a crossing on Fifth Street and sidewalk for access

to the Shady Oak Station.

Watershed District

The applicant will need watershed district approvals.
Surrounding Uses
The site is surrounded by Minnetonka to the west, the closed landfill to the south and industrial
uses to the east and north.

The Southwest Project Office is proposing to get the record of decision from the federal
government in the second quarter of 2016. Heavy construction will be from 2017-19. Operation
of the Green line extension is projected to start in 2020.

The following are the actions that will have to occur for this development to proceed as
proposed:

• Replatting of the site
