Dear Mr. Stadler:
I have initially reviewed the Qwest proposal for the construction of a pes telecommu-nications
facility in your city. I propose the following to be performed in order to provide the city with the
necessary information to assist in the permit process.

, Review Owest Proposal and documents
The documents and correspondence that were submitted or prepared for this project will
be reviewed. This will include review of the proposed construction site as well as the
alternatives that were discussed during our meeting such as moving the site to another
nearby location.
System Covera2e study
The proposed pes telecommunications system will be analyzed to determine the
proposed coverage as well as the demonstrated need by showing if any lack of coverage
exists in the area. This will be determined by first determining the coverage of the
proposed system and then removing the proposed tower. This should show if the
proposed tower is needed at the requested site for system coverage.
Identification and review of nearby sites
Nearby identified sites will be examined to determine if any of them could provide the
required coverage and is more acceptable to the city.
Interference study
Since the proposed telecommunications tower has the potential for generating
interference with existing Public Safety and city frequencies the proposal will be
examined to determine if any interference is predicted to occur. Normally these types of
systems use frequencies that are usually higher in the radio spectrum and do not cause
interference to existing city systems but it is prudent to examine them in order to address
this concern.

Report of Findin2s and Recommendations
A final report will be prepared outlining the results of the review and analysis and will
provide recommendations.
The project will also include a meeting with the city and Qwest to discuss any items that
are generated by the analysis. Additionally a meeting with the City Council will also be
included in the project. The cost for completing this project is predicted to be $3,600.00.
