Staff recommends adoption of the following motion: The request by Stobbe Development to rezone the parcel at Cambrid�e and Van Buren North from R-2 to R-�1 is anproved bv Resolution No 88 10 , and Council approval of Ordinance No 88-607 for first reading Adoption of this ordinance will allow Mr. Stobbe to construct a 63 unit apartment building . The Zoning and Planning Commissison recommended unanimously to rezone the parcel at Cambridge & Van Buren North from R-2 to R-4 . Overview. .. Mr. Stobbe is requesting to rezone the property at Cambridge Street and Van Buren Avenue from R-2 Residential to R-� Residential . This rezoning will allow construetion of a 63 unit apartment building. The Comprehensive Plan has designated this area as R-3 ,4 . --� Mr. Stobbe the applicant , and Norm Wells architect , appeared before the Commission. This item was continued from previous months because we were awaiting the completion of an EAW. The EAW was completed and found satisfactory to the City. Name of Applicant : Stobbe Development Address of Property: Cambridge & Van Buren Avenue North Present Zoning: R-2 Proposed Zoning: R-4 � Present Comprehensive Plan R-3 , �# Reason for Request: To allow construction of a 63 unit , 3 story multiple dwelling Nature of Request : To rezone from R-2 to R-�1 . The applicant has also requested a Conditional Use Permit to construct this apartment building. Analysis . The site is surrounded by Auburn North to the South which is zoned R- 2 , Highways 18 and 7 to the west and north and Ramsgate to the east , zoned R-4 . � The new zoning Would be a continuation of the R-4 zoning to the east . The R-4 distric� will allow a higher density than the R-2 district , but the applicant Kill not exceed the R-2 by many units. The R-2 density will allow 56 units . The R-4 density �ill allou 122 units . The applicant is proposing 63 units . The R-4 district will allow the applicant to construct a 3 story structure which w_ill a11oW more green space on the site . Auburn North should be the greatest area impacted by the development . However, the applicant has provided a buffer of evergreens and the building will be setback from the rear of Auburn North. Alternatives. 1 . Approve the rezoning. This will allow the applicant to construct a 3 story multiple dwelling . 2 . Deny the rezoning. The applicant can construct townhomes on the pareel . 3 • Continue for further information . WHEREAS, the procedural history of the application is as follows: 1 . That an application for Rezoning ZN88-1 was filed with the City of Hopkins on December 31 , 1987 . 2 . That the Hopkins Planning Commission reviewed such application on January 26 , 1988 . 3 • That the Hopkins Planning Commission , pursuant to published and mailed notices , held a public hearing on January 26 , 1988 , and continued to � April 26 , 1988 ; all persons present at the hearing Were given an opportunity to be heard . �. That the Written comments and analysis of the City staff and the Planning Commission were considered. NOW THEREFORE BE IT RESOLVED, that the Hopkins City Council makes the following Findings of fact in respect to ZN88-1 : 1 . That an R-4 zoning designation is consistent With the Comprehensive Plan. 2. That an R-4 district is a continuation of the R-� distriet to the east. Adopted this 3rd day of May, 1988 . BE IT ORDAINED by the City Couneil of the City of Hopkins as follows: SECTION 1 : That the present zoning classification of R-2 upon the following described premises is hereby repealed and in lieu thereof the said premises are hereby zoned R-4: PAR: R/W across that part of the North 1 /2 of the Northwest 1/4 lying East of RR R/W South of State Highway �7 and West of Van Buren Avenue North , in Section 19 , ^ Township 117 , Range 21ts aceording to the plat thereof on file or of record in the office of the Register of Deeds in and for Hennepin County. SECTION 2: That the presently existing Hopkins Zoning Map adopted as part of the Hopkins Zoning Ordinance 515-570 is hereby amended and changed in accordance with the above provisions. First read at a regular meeting of the City Council of the City of Hopkins , held May 3 , 1988 , and finally read , approved , adopted and ordered published at a regular meeting held on the 17th day of May , 1988 .
