Staff recommends the following motion: Move to adopt Resolution 03-61, approving a conditional use permit to construct additions at City Hall for the police department. At the Zoning and Planning meeting Ms. Hatcher moved and Mr. Hatlestad seconded at motion to adopt Resolution RZ03-13, recommending approval of a conditional use permit to construct additions at City Hall for the police department. The motion was approved unanimously. Overview. The City of Hopkins is in the process of constructing a new fire station and public works facility on 1 ih Avenue and Excelsior Boulevard. After the fire station is constructed, the fire department will move from City Hall and remodeling will begin for the police department to move into the space occupied by the fire department. The patio area on the west side of City Hall will be filled in with a building and there will be a small addition on the west side of the former fire station. The two additions will allow internal remodeling and expansion of the police department. Along with the additions on the west side of City Hall, the west parking lot will be reconfigured. What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The City Hall is in the B-2 zoning district. The Comprehensive Plan has designated City Hall as commercial. The existing use complies with both of these documents. . What are the specifics of the site plan? Landscaping The landscaping plan indicates shrubs along the new additions on the west side of the building. There also will be three new trees planted on the west side. Two trees will be planted on the former apron of the fire department and one at the comer of the building. Grass will be planted on what is left of the former fire department apron. Public Works The Public Works Department has reviewed the preliminary plans. At this time the preliminary plans are acceptable. Fire Marshal The Fire Marshal has reviewed the preliminary plans. He has found them acceptable. Parking The parking area in the west parking lot of City Hall will be reduced. Additional parking spaces will be gained with the two additional spaces added on the former apron of the fire station and the parking on the south side of the building; this parking area was reserved for the fire department. The south parking area will add six parking spaces. The number of parking spaces will remain about the same after the construction is complete. Trash The trash area will remain the same on the east side of the building. Sidewalk The sidewalk on 11 th Avenue will remain. Access Access to the police department will be from the west side of City Hall. The parking lot CR03-61 Page 3 access on the west side will remain, but the apron in front of the former fire station will be reduced in size. There will be a smaller access point with two parking spaces on the former fire station access. Exterior The exterior will be brick and metal with a cast stone trim. Most of the metal area will be on the west side on the upper part of the building. This metal area will break up the brick exterior. Also at the entrance area on the west side will be a number of large windows. Zoning City Hall is zoned B-2, Central Business. Public service structures are a permitted use within the B-2 zoning district. Setbacks The west side yard setback is 15 feet because the site abuts a residential district to the west. The building will be approximately 40 feet from the property line. The other setbacks are not affected with the additions. Surrounding uses City Hall is surrounded by residential to the west, commercial to the north and south, and the post office to the east. . What was the discussion at the Zoning and Planning meeting? Ms. Anderson stated that a new fire station was being constructed and once the fire department moves, the police department will move into their space and add two small additions to City Hall. No one appeared at the public hearing for this item. Alternatives. 1. Approve the conditional use permit. By approving the conditional use permit, the City will be able to construct additions to the City Hall for remodeling the police department. 2. Deny the conditional use permit. By denying the conditional use permit, the City will not be able to construct additions to City Hall and will not be able to remodel. If the City Council considers this alternative, findings will have to be identified that support this alternative. . 3. Continue for further information. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 03-61 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A CONDITIONAL USE PERMIT TO CONSTRUCT AN ADDITION TO THE HOPKINS CITY HALL. WHEREAS, an application for Conditional Use Permit CUP03-4 has been made by the City of Hopkins; WHEREAS, the procedural history of the application is as follows: 1. That an application for a conditional use permit was made by the City of Hopkins on June 25, 2003; 2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on July 29,2003: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered; and . 4. A legal description of the subject property is as follows: Lots 1-6 inclusive and lots 13-18 and including adjacent ~ of vacated alley and adjacent part of vacated street, Block 11 West Minneapolis NOW, THEREFORE, BE IT RESOLVED that the application for Conditional Use Permit CUP03-4 is hereby approved based on the following Findings of Fact: 1. That the proposed use meets the requirements for a conditional use permit. BE IT FURTHER RESOLVED that application for Conditional Use Permit CUP03-4 is hereby approved subject to the following conditions: 1. That the watershed district approves the proposed development. 2.
