Staff recommends adoption of the following motion: Move that Council adopt Resolution 2003- 071, resolution supportinq a City of Edina application for federal funds to construct a pedestrian trail alonq Interlachen Boulevard and Blake Road. \ Overview. The City of Edina is submitting an application for federal funding to construct an off-road pedestrian/bicycle trail that includes a segment paralleling Blake Road within the City of Hopkins. They have asked that the City of Hopkins support their application with a City Council resolution. At this time there is no trail design, only the proposed trail route. The federal funding, if approved, would be for the year 2007~ The proposed trail conforms to the City of Hopkins trail master plan which includes a future trail along the west side of Blake Road. The proposed resolution states that the City of Hopkins is committed to the future operation and maintenance of the portion of the trail within the city limits. The resolution also states that City of Hopkins support is conditional on city approval of the design plans and that on-street parking is not affected by a new trail. Stadler, Public Works Director Financial Impact: $~ Budgeted: Y/N _n/a_ Source: Related Documents (CIP, ERP, etc.): Notes: . . . . r " TRANSPORTATION ENHANCEMENT PROGRAM INTERLACHEN BOULEVARD/BLAKE ROAD TRAIL PROJECT DESCRIPTION The City of Edina is proposing construction of an off-road pedestrian/bicycle trail paralleling Interlachen Boulevard from its intersection with Vernon A venue west to Blake Road. This proposed trail would then parallel the west side of Blake Road north, crossing at Spruce Road and continuing on the west side of Blake road to connect to Hennepin County's Southwest LRT Trail, ultimately providing trail access into downtown Minneapolis. Interlachen Boulevard and Blake Road are classified as "B" Minor Arterials in the Metropolitan Council's functional classification system. Existing (2000) ADT on Interlachen Boulevard is 11,900. On Blake Road, existing (2000) ADT is 8,850. Providing an off-road pedestrianlbicycle trail along Interlachen Boulevard and Blake Road will improve safety for pedestrians and bicyclists, separating them from these heavily-traveled roadways. This proposed project will connect existing trails and sidewalks in the City of Edina to Hennepin County's Southwest LRT Trail. In addition, constructing this trail will provide improved bicycle and pedestrian connectivity between a node of commercial and housing development in the City of Edina (Grandview Area) to a proposed redevelopment area in the City of Hopkins (East Hopkins). Other major generators of pedestrian and bicycle traffic at this location include Blake School in the City of Hopkins and Highlands Park in the City of Edina. In addition, Interlachen Country Club will also be, connected by the proposed trail. By linking nodes of commercial activity to housing and to other generators of pedestrian and bicycle traffic, the city's extensive, existing trail system will be more logically and safely linked. The proposed crossing will provide regional connectivity to Hennepin County Parks trails located to the north and south of the proposed project limits; namely, the Southwest LRT Trail and a Hennepin County on- . road trail along Vernon A venue. It is important to note that the Southwest LR T Trail runs within right-of-way purchased by the Hennepin County Regional Railroad Authority (HCRRA) in the early 1990s for future transit use. Since earlier Southwest Corridor transit planning efforts have identified a future transit station near the intersection of Blake Road and the Southwest Corridor, providing improved pedestrianlbicycle access to this corridor will enhance future multi-modal connectivity. This application is being submitted for federal funding under the Transportation Enhancement (TE) category. HENNEPIN COUNTY MINNESOTA RESOLUTION NO. 2003-071 RESOLUTION SUPPORTING CITY OF EDINA GRANT APPLICATION FOR TRAIL CONSTRUCTION BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA, WHEREAS, the City of Edina is submitting an application for Federal Transportation Enhancement funds from the Metropolitan Council to construct a pedestrian/bicycle trail along Interlachen Boulevard and Blake Road in the cities of Edina and Hopkins connecting to Hennepin County's Southwest LRT Trail for the year 2007; and, WHEREAS, the City of Hopkins has identified a plan to improve Blake Road north of Excelsior Boulevard through streetscape improvements in the City's East Hopkins Lane Use and Market Study and is currently providing pedestrian improvements during the reconstruction of Excelsior Boulevard at the intersection of Blake Road; and, . WHEREAS, the construction of a safe and convenient off-road pedestrian/bicycle trail connecting the City of Hopkins to the City of Edina and to the Southwest LRT Trail will enhance the City of Hopkins' investment in our East Hopkins redevelopment area by providing an improved connection enhancing alternative travel mode choice; and, WHEREAS, the City of Hopkins takes great pride in providing enhanced transportation improvements that provide alternative transportation choices accessible to all its residents. NOW THEREFORE, BE IT RESOLVED, that if the City of Edina should be successful in securing federal funding to construct the Interlachen Boulevard/Blake Road Trail, the City of Hopkins is committed to the future operation and maintenance of that portion of the Interlachen Boulevard/Blake Road Trail that lies within the limits of the City of Hopkins throughout its useful life. City of Hopkins support for this new trail construction, operation and maintenance is subject to the following conditions: . . The segment of the Blake Road trail through Hopkins is located on the west side of the road . That the trail design and drainage design is subject to approval by the City of Hopkins .City Engineer .
