Staff recommends the following motion: Move to adopt Resolution 03-106. approving Ordinance 03-912. to allow automatic changeable signs in the Institutional zoning district. At the Zoning and Planning meeting, Ms. Hatcher moved arid Ms. Halverson seconded a motion to adopt Resolution RZ03-24, recommending approval of Ordiriance 03-912, to allow automatic changeable signs in the Institutional zoning district. The motion was approved unanimously. Overview. The School District was granted a conditional use permit to construct a monument sign at Eisenhower Community Center recently. Now the School District would like to add an automatic changeable sign to the monument sign that was approved. The Zoning Ordinance does not allow automatic changeable signs in the Institutional zoning district. Automatic changeable signs are currently allowed in the industrial and B-3 zoning . districts. The proposed ordinance requirements will apply only to the Institutional zoning district; the requirements for the industrial and B-3 zoning districts will remain. Primary Issues to Consider. . Should electronic changeable signs be allowed in the Institutional zoning district? The uses allowed in the Institutional zoning district are single family homes, 'schools, and churches. Schools and churches have many events, and in the past have used temporary signage or have a manual reader board. . What are the proposed amendments? . 570.50. Automatic Changing Signs. Automatic Changing signs are allowed in the Institutional zoning district provided: a) A conditional use permit is granted as per Section 570.46. b) The electronic message area shall not exceed more than 50 percent of the sign. ,c) No more than one automatic changing sign is allowed per site. d) Continuous scrolling or flashing messages are not permitted. e) The electronic message is limited to events on site or public service announcements. f) The electronic message must be perpendicular to any abutting residential home. . . What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the conditions for allowing automatic changing signs in the Institutional zoning district. Jeff Schoeneck and Eileen Harvala representing the School District, appeared before the Commission. The School District would like their new sign to have an automatic changing sign; this ordinance would apply to all Institutional zoning districts. Ms. Harvala stated the message priorities for the School District. The Commission discussed the various conditions for automatic changing signs. No one appeared at the public hearing regarding this item. Alternatives. 1. Approve the amendments to the zoning ordinance. By approving the amendments to the zoning ordinance, changeable signs will be allowed in the Institutional zoning district. 2. Deny amendments to the zoning ordinance. By denying the amendments to the zoning ordinance, changeable signs will not be allowed in the Institutional zoning district. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO; 03-106 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING AN ORDINANCE TO ALLOW AUTOMATIC CHANGEABLE SIGNS IN THE INSTITUTIONAL ZONING DISTRICT WHEREAS, an application for Zoning Amendments ZN03-7 has been made by Independent School District 270; WHEREAS, the procedural history of the application is as follows: 1. That an application for zoning amendments was made by Independent School District 270; 2. That the Hopkins Zoning and Planning Commission published notice, held a public hearing on the application and reviewed such application on November 25, . 2003: all persons present were given an opportunity to be heard; .' 3. That the written comments and analysis of City staff were considered. NOW, THEREFORE, BE IT RESOLVED that the application for Zoning Amendments ZN03-7 is hereby approved based on the following Findings of Fact L That the proposed amendments protect the health, safety, and welfare of the community. ORDINANCE NO. 2003-912 THE COUNCIL OF THE CITY OF HOPKINS DOES HEREBY ORDAIN AS FOLLOWS: That the Hopkins Zoning Ordinance No. 515-570 be, amended by amending and adding the following section: 570.40 Permitted signs: Institutional districts. The signage for institutional districts shall conform to Section 570.46. and Section 570.50 if needed. 570.50. Automatic Changing Signs. Automatic Changing signs are allowed in the Institutional zoning district provided: a) A conditional use permit is granted as per Section 570.46. . b) The electronic message area shall not exceed more than 50 percent ofthe sign. c) No more than one automatic changing sign is allowed per site. d) Continuous scrolling or flashing messages are not permitted. e) The electronic message is limited to. events on site or public .service armouncements. . f) The electronic message must be perpendicular to any abutting residential home.
