CONCEPT REVIEW - FINA GAS BTATION
Proposed Action.
This is a concept review which requires no action. Any
comments from the Planning Commission will be helpful to the
applicant in determining how to proceed with this project.
Overview.
Fina is proposing to raze their existing station at 530
Blake Road and construct a new gas station. This new
facility will consist of a 1600 square foot convenience
store, a car wash and four gas pumps.
This is a concept review, so many of the details of the
final plan are not shown on the preliminary plan. The
Commission should review the preliminary plan and identify
broad areas of concern on the site plan.

�' Primary Issues to Consider.
o What is the site zoned?
The site is zoned B-3, General Business. A gas station is
allowed with a conditional use permit.
o What is the site desiqnated in the Comprehensive Plan?
The Comprehensive Plan has designated the subject site as
Commercial. A gas station is an acceptable use for a
commercial designation.
o What are the specifics of the preliminary site plan?
site orientation
The site will be oriented to Blake Road. The pumps will be
located on the Blake Road side of the site. A car wash is
proposed on the north end of the site.
access
The access points will remain the same. The are two access
points from Cambridge and one from Blake Road. Two of the
access points are also used by the adjacent businesses.
Because the access point from Blake Road will remain the
�- same, the County does not have to approve this access.
landscapinq
The preliminary site plan shows the required 10 trees. The
staff has told the applicant that additional landscaping
will be required. The applicant will submit a complete
landscape plan with the conditional use permit application.
parkinq
The preliminary site plan shows 5 parking spaces. The
Ordinance requires 4 spaces.
trash
A trash enclosure is located on the northwest side of the
site. This enclosure will screen the dumpster from all four
sides.
car wash
A car wash is proposed on the north side of the site.
Stacking for the car wash will be on the west side of the
building. The staff has a concern that on a busy day the
car stacking would block the parking spaces on the east end
of the site.

buildinq exterior
'� The applicant is proposing a rock face block exterior. The
applicant has been advised to bring a sample to the meeting.
The staff has been encouraging the use of brick on
structures of this type.
setbacks
The preliminary site plan appears to have the required
setbacks.
o �hat is the timinq of the project?
If the applicant gets a favorable review they will proceed
with the project. The project will require a conditional
use permit.
o �hat recommendations does the staff have?
The construction of a new gas station will be an improvement
to the site. In this case, because the site will be put to
the same use and surrounded by commercial use, there is less
concerns than if the site had to be rezoned or if the site
abutted a residential are. With this preliminary site plan,
the staff would recommend the following:
- the retaining wall along Blake be reconstructed with
�� keystone. .
- a concrete sidewalk installed along Blake.
- an irrigation system installed in all sodded areas.
- that the applicant explore the use of brick on the
building
- provide staff with information on usage of the car wash
during peak hours
