REGULAR MEETING PROCEEDINGS
DECEMBER 4, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, December 4, 2018 at 7:02 p.m. in the Council Chambers at City
Hall, 1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Hunke attending. Council Member Gadd was absent. Staff present included City
Manager Mornson, Finance Director Bishop, Director of Planning and Development
Elverum, Assistant City Manager Lenz, City Attorney Riggs and Public Works Director
Stadler.
PRESENTATIONS
III.1. Boryspil Ukraine
Mr. Jim Brimeyer and representatives from Boryspil discussed the Boryspil Ukraine
Sister City program and presented gifts to the City Council from the City of Boryspil.
On behalf of the City Council, Mayor Cummings welcomed and thanked the guests from
the Ukraine. Mayor Cummings commented that the City of Hopkins enjoys the sister city
relationship and the opportunity to reach out our hands in friendship.
III.2. Recognition of Police Captain Erik Husevold
Police Chief Johnson recognized and congratulated Captain Husevold as a 2018 “40
under 40” award winner from the International Association of Chiefs of Police (IACP).
Captain Husevold thanked the City Council and city staff for their support and
commented that the award is a reflection of the professionalism and commitment of the
staff of the Hopkins Police Department. On behalf of the City Council, Mayor Cummings
congratulated Captain Husevold and thanked him for his service to the Hopkins
community.
III.3. Update from the Hopkins Independent Order of Odd Fellows
Council Member Halverson introduced the Hopkins Independent Order of Odd Fellows.
Representatives of the Independent Order of Odd Fellows (IOOF) gave a history of the
organization, membership details and discussed their mission of community service.

Meetings are held the 1 and 3 Thursdays, 6:30 p.m., at the Hopkins American

Legion, 10-12 Avenue S. Mayor Cummings thanked IOOF for their service to the
Hopkins community.
III.4. Hopkins Historical Society Proclamation and Update
Representatives of the Hopkins Historical Society John Cooley and Jim Genellie gave
an overview of the history of Hopkins. Mayor Cummings read the proclamation

recognizing December 9, 2018 as the 125 anniversary of the City of Hopkins. Council
Member Kuznia presented a Southwest Light Rail Transit groundbreaking shovel to the
Hopkins Historical Society. Mr. Genellie gave an update on the Hopkins History Center
project and the amount of work needed to move the Hopkins History Center to the
Masonic Lodge site on Mainstreet. Mr. Genellie discussed the revised report
recommendations and total estimated costs of $700,000-$900,000. Mr. Genellie

discussed next steps for the project and fundraising plans. Mayor Cummings asked
about the National Register of Historic Places. Mr. Genellie and Mr. Cooley commented
that the Hopkins History Center would move forward with the process to register the site
and that the designation could help acquire grant funding. Mayor Cummings
commented on the important work of the Historical Society. Mr. Cooley thanked the City
Council for their support.

NEW BUSINESS
VII.1. 2019 Budget Meeting, 2019 Tax Levy and General and Special Revenue
Fund Budgets
Finance Director Bishop discussed the 2019 Levy and Budget. Mr. Bishop commented
that the purpose of tonight’s meeting is to discuss and review the city’s budget and
impact to taxes. Mr. Bishop gave an overview of the taxation process and General Fund
expenditures and revenues. Mr. Bishop discussed the proposed 2019 tax levy increase,
what is included and the impact on a medium value Hopkins home.

John Legenhausen, 126-6 Avenue North, came forward and commented that the
16% increase was excessive.

Karen Legenhausen, 126-6 Avenue North, came forward and commented that the
large tax increase is difficult for homeowners.
Mayor Cummings commented on the challenges to set a budget and recognized that
tax increases are not easy to absorb but are needed to maintain delivery of services to
the residents.

Motion to Adopt Resolution 2018-090 approving the 2019 tax levy and adopting
the 2019 General and Special Revenue Fund budgets.
Ayes: Kuznia, Halverson, Cummings, Hunke.
Absent: Gadd. Nays: None. Motion carried
VII.2. 2019-2023 Equipment Replacement Plan
Finance Director Bishop discussed the staff report and gave an overview of the 2019
Equipment Replacement Plan (ERP), a five-year plan that is reviewed annually. Mr.
Bishop discussed the funding sources and uses of the 2019 funds. Council Member
Kuznia commented on the service life and replacement of equipment and that a lot of
work and discussion goes into putting a budget together.
Motion by Halverson. Second by Hunke.
Motion to adopt the 2019- 2023 Equipment Replacement Plan.

VII.3. 2019-2023 Capital Improvement Plan
Finance Director gave an overview staff report discussing the Capital Improvement Plan
(CIP) funds, changes, funding sources and projected balances. Mayor Cummings
commented that the Blake Road construction costs were split with Hennepin County.
Motion by Kuznia. Second by Hunke.
Motion to adopt the 2019- 2023 Capital Improvements Plan.
Ayes: Kuznia, Halverson, Cummings, Hunke.

ANNOUNCEMENTS
Hopkins Farmers Market Winter Market at Hopkins Activity Center, 33-14th Ave. N.:
Saturdays through December, 9 a.m. to Noon.
City Hall will be closed on December 24, 25, 31 and January 1.
Council thanked city staff for all their hard work on the Southwest Light Rail Transit
project.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Halverson, second by Hunke, the meeting was unanimously adjourned at 8:24 p.m.
