MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS
AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
TUESDAY, DECEMBER 4, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, December 4, 2018 at 8:27 p.m. in the Council Chambers at City Hall,
1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson
and Hunke attending. Council Member Gadd was absent. Staff present included City
Manager Mornson, City Attorney Riggs and Public Works Director Stadler.
Public Works
Public Works Director Stadler gave an update on the proposed snow tagging process.
The Police Department would issue a citation for vehicles parked on the street for
extended periods with the owners having 24 hours to remove car before being towed.
Staff would educate the public regarding the snow tagging via social media, The
Hopkins Connections and the city website. There was Council discussion regarding
using the digital signage and the government cable access channel.
Administration
City Attorney Riggs updated the City Council on Open Meeting Law and Data Practices.
There was discussion regarding phone and electronic communications, social media,
Council Member social gatherings and pubic perception. City Manager Mornson
commented that staff is trained to handle situations and Council Members should
address questions and concerns with staff. City Attorney Riggs advised the Council to
review the documents produced by the League of Minnesota Cities and let the City
Attorney or City staff know if they have questions or need additional information.
City Council
Council Member Hunke asked about the Artery road closure. The road is closed
during day hours beginning December 4 for repair to the lights.
Council Member Hunke discussed a resident comment regarding curbside organic
recycling. Currently the organic drop off is located at Public Works. Staff has
investigated organic recycling options. Contact Recycling Coordinator Pam Hove for
additional information.
Council Member Halverson discussed the residential tax increase.
Council Member Kuznia would be Santa for the City of Minnetonka on Saturday,
December 8.
Mayor Cummings discussed the Regional Council of Mayors meetings.
Discussion of the State of the City event.
Mayor Cummings commented that the Agamim School principal would be receiving
an award.
Discussion of a request for the City to read a proclamation for School Choice Week.
There was Council discussion and agreement to decline the request.
Mayor Cummings discussed recent and upcoming meetings.
Mayor Cummings would be riding on the Canadian Pacific Holiday Train on
Tuesday, December 11.
Administration
City Manager Mornson gave the following updates:
The Star Tribune has approached the City to be the legal newspaper for publication
of public notices. There was Council discussion regarding costs, notice timeline and
relationship with the local newspaper. There was Council agreement to stay with the
Sun Sailor.
Work Session agenda update.
Council Members are asked to park in the Public Works lot for meetings held at the
Fire Station.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Hunke, seconded by Kuznia, the meeting was unanimously adjourned at 9:24 p.m.
