02-05-2019 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 5, 2019 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, February 5, 2019 at 7:01 p.m. at the Hopkins Fire Station, 101 17th Avenue South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd, Hunke attending. Staff present included City Manager Mornson, Director of Planning and Development Elverum, Assistant City Engineer Klingbeil, Assistant City Manager Lenz, City Planner Lindahl, City Attorney Riggs and Public Works Director Stadler. ADOPT AGENDA Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Hunke. Nays: None. Motion carried. PRESENTATIONS 111.1. Hopkins Westwind Concert Band Presentation Hopkins Westwind Concert Band Board Members Ms. Kay Peltier, Mr. Tom Hollenhorst and Conductor Mr. Mike Anderson gave an overview of the Hopkins Westwind Concert Band and their goal of sharing music with the community of Hopkins. Mr. Anderson gave an overview of the past year activities, upcoming concert schedule and sponsorships. Mr. Anderson explained that the future goals of the organization is to deepen the relationship with the City of Hopkins, improve marketing of the events and negotiate budget hurdles. City Council Members could direct suggestions or comments through the band website: www.hopkinswestwind.org. Ms. Peltier explained that the band consider themselves the Hopkins' hometown band, the band and small ensembles are available for performances and that as a 501©3 non-profit organization sponsorships and donations are greatly appreciated. On behalf of the City Council Mayor Cummings thanked the musicians, their commitment to the arts and the creative ways they give back to the Hopkins community. CONSENT AGENDA Mayor Cummings asked about the agreement with Hennepin County. Public Works Director Stadler commented on the value that the service provides to the City of Hopkins. Motion by Kuznia. Approve Final Plans and Order Bids — 2019 Street and Utility Improvements, City Project 2018-10 In addition to City staff, representatives present for the item were Mike Waltman and Nick Amatuccio, Bolton & Menk, Inc. Assistant City Engineer Klingbeil discussed the final plans for the 2019 Street and Utility Improvement Project. Mr. Amatuccio discussed the project area, development process, and proposed improvements. Mr. Klingbeil commented on the reasons for the Cambridge Street sanitary sewer improvements. Staff has been meeting with the large multi-family housing complexes and would continue to keep them updated throughout the project. There was discussion about Metro Transit bus stop locations, upgrades and construction coordination. Mr. Klingbeil commented that the addition of the high usage bus stop pads is a prudent investment and that Metro Transit is funding the new bus shelter. Mr. Amatuccio discussed the project budget, costs and project schedule. Visit www.hopkins-2019.com for project updates. Council Member Gadd asked about unique challenges of the project. Mr.Klingbeil commented that the high amount of multi-family traffic and access is the big challenge but staff has created a detailed phasing plan and would continue to meet with those impacted by the construction. City Manager Mornson asked about the March timetable for bid opening. Mr. Klingbeil commented on the bidding climate during March. Mayor Cummings asked about the assessments. Mr.Klingbeil commented that staff has met with the large multi-family housing property owners and that the properties have been assessed per the City Policy. Council Member Halverson asked about business access. Mr. Klingbeil explained the plan to provide access during the construction process. Mayor Cummings commented on the importance of educating property owners about the benefits of the street and utility projects and thanked Bolton and Menk for the outstanding public outreach efforts. Motion by Gadd. Second by Halverson. Motion to Adopt Resolution 2019-009, Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids, 2019 Street and Utility Improvements, City Project 2019-10. Amendment to the Existing Conditional Use Permit for the Harley Hopkins Family Resource Center City Planner Lindahl discussed the proposal for the Conditional Use Permit (CUP) amendment. Mr. Lindahl gave an overview of property site and proposed improvements. The Planning and Zoning Commission has reviewed the application, no public comments were received and the Commission and staff recommend approval of the resolution subject to conditions. Mr. Lindahl gave an overview of the building uses, zoning, CUP standards and explained that the applicant held the required neighborhood meeting. Mayor Cummings asked about parking. Mr. Lindahl commented that the site meets the parking requirements. Council Member Halverson asked about the new vestibule. Mr. Lindahl explained that the north side vestibule would improve the drop off and pick up configuration. School district representative Dave Gibson displayed renderings and discussed the proposed improvements. Council Member Kuznia commented on the enhancements to the property. Mayor Cummings asked about the construction timeline. Mr. Gibson commented that construction would take place April through August, 2019. Motion by Halverson. Second by Kuznia. Motion to Adopt Resolution 2019-010, approving an amendment to the existing conditional use permit for the Harley Hopkins Family Resource Center (125 Monroe Avenue South), subject to conditions. Ayes: Kuznia, Halverson, Cummings, Gadd, Hunke. Nays: None. Motion carried VI1.3. First Reading: Ordinance Amending Section 335.01 of the Hopkins City Code Assistant City Manager Lenz discussed the amendment to the Hopkins City Code explaining the changes to Park Board member terms would be no more than two consecutive terms of two years. The second reading is scheduled on the February 19 City Council agenda. Motion by Kuznia. Second by Hunke. Motion to Adopt for first reading Ordinance 2019-1137, An Ordinance Amending Section 355.01 of the Hopkins City Code Pertaining to Park Board Established. Ayes: Kuznia, Halverson, Cummings, Gadd, Hunke. Nays: None.
