02-05-2019 Work Session after City Council Meeting MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS
AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
TUESDAY, FEBRUARY 5, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, February 5, 2019 at 8:57 p.m. at the Hopkins Fire Station, 101 17th
Avenue South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Hunke attending. Staff present included City Manager Mornson, Assistant
City Manager Lenz, and Director of Planning and Economic Development Elverum.
STAFF UPDATES
Director of Planning and Economic Development Elverum gave a development update
on the St. Gabriel's property. There was discussion of the potential for a business
improvement district and a historic district. There was also discussion on a zoning issue
regarding group homes with a capacity over 6 persons, the issue may be coming to
Council later this spring.
CITY COUNCIL UPDATES
Council Member Hunke attended the newly elected official conference and the Caterers
grand opening. He also received feedback from residents interested in hearing more
about business grand openings.
Council Member Kuznia gave an update on the community works meeting. He also
attended the leadership conference.
Council Member Gadd provided an update on the Hopkins Housing community forum at
Oxford Village. He was appointed to the Metro City board of directors.
Mayor Cummings provided updates on the Noontime Lions and the meetings she
attended including: Cargill; Townhall with Youakim and Latz; a student working on food
waste and recycling; and the League of Women Voters. Council has interest in learning
more about Rank Choice Voting on an informational level only. Empty Bowls is
scheduled for February 19.
ADMINISTRATION UPDATES
City Manager Mornson stated there will be a bond sale in March. The bond total is
around 12.5 million which includes the street assessments and city hall project.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Hunke seconded by Gadd, the meeting was unanimously adjourned at 9:33 p.m.
