Approve Resolution Appointing the Mayor
Proposed Action
Staff recommends adoption of the following motion: Motion to Adopt Resolution 2019-015
Resolution Appointing the Mayor.
_________________ will formally be appointed as Mayor with the resolution adoption.
Overview:
A vacancy was declared on the Hopkins City Council due to the resignation of Molly Cummings.
The City Charter states that the City Council is required to appoint an individual to complete the
unexpired term on the City Council until the next election. There are less than two years
remaining in the Mayor’s term so a special election is not required. The chosen mayor is eligible
to be given the oath of office immediately upon the appointment and begin their term that will
end on January 7, 2020.
This fall Hopkins citizens will elect a Mayor for a two-year term starting on January 7, 2020.
Filing for this elective offices opens on Tuesday, July 30 and closes on Tuesday, August 13 at
5:00 p.m. Candidates may withdraw their names from candidacy until 5:00 p.m. on Thursday,
August 17. The filing fee is $25.00.
Primary Issues to Consider:
• There are less than two years remaining in Mayor’s term. A special election is not required.
The appointment will be through January 7, 2020.

RESOLUTION 2019-015
RESOLUTION APPOINTING MAYOR
WHEREAS, Mayor Molly Cummings resigned effective March 5, 2019; and
WHEREAS, on March 5, 2019 the Hopkins City Council declared a vacancy on the Council;
and
WHEREAS, the Hopkins City Charter requires the Council to appoint an eligible person to fill
the vacancy.
NOW, THEREFORE BE IT RESOLOVED, the City Council of the City of Hopkins hereby
appoint ______________ to fill the vacant Mayor seat.
Adopted by the City Council of the City of Hopkins this 6th day of March, 2019.

RESOLUTION DECLARING A VACANCY ON THE HOPKINS CITY COUNCIL
Proposed Action.
Staff recommends that the Council approve the following motion: Approve Resolution 2019-019
Declaring a Vacancy on the Hopkins City Council.
This action will allow the City Council to move ahead with the appointment of a Council
Member to replace the vacant seat left by Council Member _________.
Overview:
Council Member ___________ was appointed Mayor on March 6, 2019 creating a vacancy on
the City Council. The City Charter requires the City Council shall by resolution declare a
vacancy to exist and shall appoint an eligible person to fill the same. Depending upon which
Council Member is chosen Mayor will determine whether a special election is required.

RESOLUTION DECLARING A VACANCY ON THE HOPKINS CITY COUNCIL
WHEREAS, Council Member _____________ was appointed Mayor on March 6 creating a
vacancy on the City Council; and
WHEREAS, Section 2.05 of the Hopkins Charter provides that the City Council shall by
resolution declare the City Council seat vacant.
NOW, THEREFORE BE IT RESOLOVED, the City Council of the City of Hopkins hereby
declares a vacancy on the City Council.
