SPECIAL MEETING PROCEEDINGS
MARCH 6, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a special meeting of the Hopkins City Council
was held on Wednesday, March 6, 2019 at 5:00 p.m. in the Fire Training Room at the
Hopkins Fire Station, 101 17th Avenue South. The purpose of the special meeting was
to discuss the City Council vacancy transition plan.
Mayor Pro Tempore Halverson called the meeting to order with Council Members Gadd,
Hunke and Kuznia attending. Staff present included City Manager Mornson, Assistant
City Manager Lenz, City Clerk Domeier, Finance Director Bishop and Director of
Planning and Economic Development Elverum.
NEW BUSINESS
Discussion Regarding Transition Plan for City Council Vacancy
Mayor Pro Tempore Halverson requested that City Clerk Domeier explain the process
for the City Council Vacancy and Appointment of Mayor.
Approve Resolution Appointing the Mayor
City Clerk Domeier provided a summary of Council Report 2019-023. The City Charter
states that the City Council is required to appoint an individual to complete the rest of
the mayoral term until the next election.
Mayor Pro Tempore nominated Jason Gadd to serve as Mayor. Council Member
Kuznia supported the nomination.
Motion by Halverson. Second by Kuznia.
Motion to Adopt Resolution 2019-015 Appointing the Mayor.
Ayes: Gadd, Halverson, Hunke, Kuznia
Nays: None. Motion carried.
City Clerk Domeier issued the Oath of Office to Jason Gadd.
Resolution Declaring a Vacancy on the Hopkins City Council
City Clerk Domeier provided a summary of Council Report 2019-027. Council Member
Gadd was appointed Mayor on March 6, 2019 creating a vacancy on the City Council.
The City Council is required to declare a vacancy.
Motion by Kuznia. Second by Halverson.
Motion to Adopt Resolution 2019-019 Declaring a Vacancy on the Hopkins City
Council.
Ayes: Gadd, Halverson, Hunke, Kuznia
Nays: None. Motion carried.
HOPKINS CITY COUNCIL
SPECIAL MEETING PROCEEDINGS
MARCH 6, 2019
Discussion was held regarding the appointment process for open City Council seat.
Recruitment will begin immediately and end on March 22, 2019 at 4 p.m. Interviews will
be held on Wednesday, April 3 at it is anticipated the appointment will occur in April.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Halverson, second by Kuznia, the meeting was unanimously adjourned at 5:13 p.m.
