REGULAR MEETING PROCEEDINGS
MARCH 19, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, March 19, 2019 at 7:09 p.m. at the Hopkins Fire Station, 101
17th Avenue South, Hopkins.
Mayor Gadd called the meeting to order with Council Members Kuznia, Halverson,
Hunke attending. Staff present included City Manager Mornson, Finance Director
Bishop, Director of Planning and Development Elverum, Police Chief Johnson,
Assistant City Engineer Klingbeil, Assistant City Manager Lenz, City Attorney Riggs,
Public Works Director Stadler and City Engineer Stanley.

Motion by Kuznia. Second by Hunke.
Motion to Adopt Agenda.
Ayes: Kuznia, Halverson, Gadd, Hunke.
Nays: None. Motion carried.
PRESENTATIONS
III.1. Hopkins Police Department 2018 Annual Report
Police Chief Johnson presented the 2018 Hopkins Police Department Annual Report
and 2018 statistics and accomplishments. Chief Johnson commented that due to the
hard work of the Hopkins Police Department there has been an overall reduction in
crime and that Hopkins was recently recognized as the 7th Safest City in Minnesota.
Chief Johnson commented that the Hopkins Police Department is committed to
community engagement and building positive relationships. Chief Johnson discussed
technology improvements, staff training and wellness opportunities. There was
discussion regarding the new HPD app and challenges facing the department. Chief
Johnson commented that staffing, technology and adequate resources will be the
biggest future challenges and staff would update the Council on the app statistics. The
Council commended the Police Department for focusing on the mental health of the
officers and connecting with the community.
CONSENT AGENDA
Mayor Gadd commented on Consent Agenda item #4 appreciating the City of Hopkins’
support of transportation funding. On behalf of the Council, Mayor Gadd thanked staff
for the hard work on the auto related ordinances.

to B-2, Central Business District

NEW BUSINESS
VII.1. Declare Cost to be Assessed and Order Assessment Hearing – 2019 Street
and Utility Improvements, City Project No. 2018-10
Assistant City Engineer Klingbeil discussed the continued actions needed to go forward
with the 2019 street and utility improvement project. Mr. Klingbeil commented that there
was a misprint on the staff report and the total project cost should be 5,575,000.00.
There was a Council question about the properties removed from the assessment role.
Mr. Klingbeil explained that the multi-family properties not fronting the project were
removed after the additional benefit appraisal. Mr. Klingbeil commented that staff has
met with all the multi-family property owners regarding the project.
Motion by Kuznia. Second by Halverson.
Motion to Adopt Resolution 2019-025, Declaring Cost to be Assessed and
Ordering Preparation of Proposed Assessment.
Ayes: Kuznia, Halverson, Gadd, Hunke.
Nays: None. Motion carried
Motion by Halverson. Second by Hunke.
Motion to Adopt Resolution 2019-026, Resolution for Hearing on Proposed
Assessments, 2019 Street and Utility Improvements, City Project 2018-10.
Ayes: Kuznia, Halverson, Gadd, Hunke.
Nays: None. Motion carried
VII.2. Order Feasibility Report – 2020 & 2021 Street and Utility Improvements, City
Project 2019-10
Assistant City Engineer Klingbeil discussed the staff report explaining that the action is
the first step in the 2020 & 2021 Street and Utility Improvement project process for the
Interlachen neighborhood. Council Member Hunke asked about costs for Blake Road
included in the project. Staff explained that additional minor work is needed on Blake
Road. City Manager Mornson asked about the project timetable. Mr. Klingbeil explained
that the feasibility report would determine if the project would need to be split over two
years.

Motion by Halverson. Second by Kuznia.
Motion to Adopt Resolution 2019-027 ordering the preparation of a feasibility
report for the 2020 & 2021 Street and Utility Improvements and authorizing
Mayor and City Manager to enter into an agreement with Bolton & Menk, Inc. to
prepare the report.
Ayes: Kuznia, Halverson, Gadd, Hunke.
Nays: None. Motion carried
VII. 3. Authorize the Sale of $12,185,000 General Obligation Bonds, Series 2018A
Finance Director Bishop discussed the staff report and gave an overview of the projects
being funded. Ehlers Inc. would begin soliciting bids and awarding the sale of the bonds
is scheduled on the April 2 City Council agenda. Council Member Kuznia commented
on the importance to invest in infrastructure and Mayor Gadd commented that the City
is under the debt cap ratio limit. Council Member Halverson asked about the City’s AA+
rating. Mr. Bishop commented that Standard and Poor’s affirmed the City’s stable
outlook.
Motion by Hunke. Second by Kuznia.
Motion to Adopt Resolution 2019-024 providing for the sale of $12,185,000
General Obligation Bonds Series 2019A.
Ayes: Kuznia, Halverson, Gadd, Hunke.
Nays: None. Motion carried
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Kuznia, second by Hunke, the meeting was unanimously adjourned at 7:41 p.m.
