MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS
AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
TUESDAY, MARCH 19, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, March 19, 2019 at 7:42 p.m. at the Hopkins Fire Station, 101 17th
Avenue South, Hopkins.
Mayor Gadd called the meeting to order with Council Members Kuznia, Halverson and
Hunke attending. Staff present included City Manager Mornson, Finance Director
Bishop, Director of Planning and Development Elverum, City Attorney Riggs and Public
Works Director Stadler.
Public Works
Public Works Director Stadler commented that staff would be meeting with Belgrove
neighborhood residents who are interested in a possible park development project.
Community Development
Tenant Protection Ordinance update
Director of Planning and Development Elverum discussed the proposed Tenant
Protection Ordinance requirements. Ms. Elverum commented that other area cities have
adopted similar ordinances and that staff is working on how to administer the ordinance.
City Attorney Riggs discussed some possible challenges that Council should be aware
of if they decide to adopt the proposed ordinance. Ms. Elverum discussed the public
notice process and commented that staff would continue to get public feedback. The
ordinance is scheduled on the April 16 City Council Agenda. General feedback from the
City Council was in support of the moving forward with the proposed Tenant Protection
Ordinance.
Cold Storage Site update
Ms. Elverum gave an update on the Cold Storage Site development. Further
conversation is needed with the Minnehaha Creek Watershed District (MCWD)
regarding development issues, concept and design. There was discussion about the
need to move forward, collaborate and clarify the vision. Staff would keep the Council
updated.
ArtSpace
Staff has been investigating possible locations for up to 40 live-work ArtSpace units. Ms.
Elverum discussed Parking lot 800 as a possible site explaining that the lot
geographically serves few businesses and that future parking needs in Hopkins may
decrease due to ride sharing, bike and public transportation options. Staff will continue
to investigate the site, conduct a traffic count and will hold a neighborhood meeting on
April 8, 7 p.m. at Hopkins Center for the Arts. There was Council discussion about other
possible sites and the importance of gathering feedback and addressing concerns from
the neighborhood.
PLACES (Public Art and Community Engagement Southwest)
Ms. Elverum discussed the opportunity for public art at the SWLRT (Southwest Light
Rail Transit) stations. There was discussion about the importance of community
involvement in the type of art at the stations and awareness of future maintenance
needs. Ms. Elverum commented that each City along the SWLRT is being asked to
contribute $10,000 to continue the process. Staff’s recommendation is to stay involved
with the PLACES committee. The City Council supported staying involved with PLACES
and would appoint a Council representative.
Property Annexation
There was discussion about property annexation with the City of Minnetonka.
Ms. Elverum commented that there has been a lot of interest in Hopkins business sites.
City Council
Council Member Halverson asked about electronic signage. Staff would be
reviewing the zoning ordinance.
Council Member Hunke attended the Empty Bowls event on March 12.
Council Member Hunke agreed to represent Hopkins on the PLACES (Public Art and
Community Engagement Southwest) committee.
Mayor Gadd would keep Council updated on the Caring Youth Committee and he
would be attending the Regional Council of Mayors meeting.
Mayor Gadd thanked Council for attending the recent ribbon cutting.
There was discussion about a request for a statement of support, council seating
and recognition of the Hopkins basketball championship team.
Administration:
City Manager Mornson gave the following updates:
The proposed Oakridge rezoning has been rescheduled for the April 16 City Council
Agenda.
The Hopkins Police Department Strategic Plan is scheduled for the April 9 City
Council Agenda.
Discussion of the Citizen Academy Alumni event.
Discussion of Council vacancy interview questions and candidates.
Update on the League of Minnesota Cities conference.
April 2 City Council agenda update.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Hunke, seconded by Kuznia, the meeting was unanimously adjourned at 8:56 p.m.
