Resolution Appointing City Council Member
Proposed Action
Staff recommends adoption of the following motion: Motion to Adopt Resolution 2019-031
Resolution Appointing City Council Member.
Rick Brausen will formally be appointed as Council Member with the resolution adoption.
Overview:
A vacancy was declared on the Hopkins City Council due to Jason Gadd being appointed Mayor.
The City Charter states that the City Council is required to appoint an individual to complete the
unexpired term on the City Council until the next election. There are less than two years
remaining in the term so a special election is not required.
The City Council requested applications from interested residents in March and conducted
interviews on April 2 and 3. Based upon the interviews, the City Council reached a consensus to
appoint Rick Brausen to fill the vacant seat. Mr. Brausen is eligible to be given the oath of office
immediately upon the appointment and begin their term that will end on January 7, 2020.
This fall Hopkins citizens will elect a Mayor and Council Members for terms starting on January
7, 2020. Filing for these elective offices opens on Tuesday, July 30 and closes on Tuesday,
August 13 at 5:00 p.m. Candidates may withdraw their names from candidacy until 5:00 p.m. on
Thursday, August 17. The filing fee is $25.00.
Primary Issues to Consider:
There are less than two years remaining in the term. A special election is not required. The
appointment will be through January 7, 2020.

RESOLUTION 2019-031
RESOLUTION APPOINTING CITY COUNCIL MEMBER
WHEREAS, Council Member Jason Gadd was appointed Mayor effective March 6, 2019; and
WHEREAS, on March 6, 2019 the Hopkins City Council declared a vacancy on the Council;
and
WHEREAS, the Hopkins City Charter requires the Council to appoint an eligible person to fill
the vacancy.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Hopkins hereby
appoints Rick Brausen to fill the vacant Council Member seat.
