Minutes of the May 21, 2019 City Council Regular Meeting Proceedings HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 21, 2019 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, May 21, 2019 at 7:00 p.m. at the Hopkins Fire Station, 101 17th Avenue South, Hopkins. Mayor Gadd called the meeting to order with Council Members Brausen, Kuznia, Halverson, Hunke attending. Staff present included City Manager Mornson, Finance Director Bishop, Director of Planning and Development Elverum, Assistant City Manager Lenz and Community Development Coordinator Youngquist. ADOPT AGENDA Motion by Brausen. Second by Kuznia. Motion to Adopt Agenda. Ayes: Brausen, Kuznia, Gadd, Halverson, Hunke. Nays: None. Motion carried. CONSENT AGENDA Motion by Halverson. Second by Hunke. Motion to Approve the Consent Agenda. 1. Minutes of the May 7, 2019 City Council Regular Meeting Proceedings 2. Minutes of the May 7, 2019 City Council Work Session following Regular Meeting Proceedings 3. Minutes of the May 14, 2019 City Council Work Session Proceedings 4. Resolution of Support: Minnesota Brownfields Gap Financing Program Grant Application Ayes: Brausen, Kuznia, Gadd, Halverson, Hunke. Nays: None. Motion carried. NEW BUSINESS VII.1. Resolution Approving an On Sale Wine and 3.2% Malt Liquor License for Alison Leigh Dykhuizen Hanson dba The Vine Room, LLC Assistant City Manager Lenz discussed the application for the on sale wine and 3.2% malt liquor sales at The Vine Room located at 756 Mainstreet. Ms. Lenz gave an overview of the business and commented that the Police Department completed a background check and found no concerns. The applicant will be required to attend liquor control training and be subject to alcohol compliance checks. Ms. Lenz reviewed the state application requirements. Staff recommends approval of the application. Ms. Hanson came forward to discuss her business concept. On behalf of the City Council, Mayor Gadd welcomed Ms. Hanson to the City of Hopkins. Motion by Halverson. Second by Hunke. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 21, 2019 Motion to grant an On Sale Wine and 3.2% Malt Liquor License to Alison Leigh Dykhuizen Hanson dba The Vine Room, LLC by adopting Resolution 2019-043. Ayes: Brausen, Kuznia, Gadd, Halverson, Hunke. Nays: None. Motion carried. VII.2. First Quarter Financial Report Finance Director Bishop gave and overview of the 2019 First Quarter Financial Report including an overview of the General Fund and Special Revenue Funds, comparison to prior years and provided an explanation of expenditures and financial position. Mr. Bishop explained that the Special Revenue Funds are performing as expected and that staff is monitoring the deficit fund balances. Mr. Bishop gave an overview of the Enterprise Fund revenues, expenses and financial position. The next steps in the budget process include updating the Financial Management Plan (FMP), an audit presentation on June 18 and preliminary Capital Improvement Plan and Equipment Replacement Plan budget discussions at the July and August Work Sessions. Mayor Gadd commented that he appreciates the 3-year comparison charts and discussed the importance of updating the FMP, the City’s long term strategic plan. City Manager Mornson discussed reimbursement to the Chemical Assessment budget from State of Minnesota, the upward trend of the Hopkins Center for the Arts and possible effects of the SWLRT construction on the Depot Coffee House. Mayor Gadd thanked Finance Director Bishop for the report. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Brausen, second by Halverson, the meeting was unanimously adjourned at 7:15 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
