06-17-2019 MinutesCITY OF HOPKINS PARK BOARD MEETING MINUTES June 17, 2019 A regular meeting of the Hopkins Park Board was held on June 17, 2019 at the Hopkins Centerr for the Arts. I. CALL TO ORDER Caroline Rinker, Park Board Chair called the meeting to order at 6:32 pm. II. ROLL CALL Present were Park Board members Caroline Rinker, Kyle Kaczmarek, Emma Figgins, and Laura Santiago. Mohamed Warsame was absent. Also present was Jason Gadd, Mayor, Megan Slindee, incoming Park Board member and Steve Stadler, PW Director/Park Board City staff liaison. III. APPROVAL OF MINUTES Minutes for the May 20 2019 Park Board Meeting: Kyle Kaczmarek made a motion to approve the minutes, seconded by Laura Santiago. The motion passed with a 4-0 vote. IV. BUSINESS Mayor Gadd took a few minutes to recognize and thank Caroline and Laura for their commitment to the City by serving on the Park Board. He thanked Caroline and Laura, and the entire Board, for their work to improve the City of Hopkins' parks and trail systems, both of which are always spoken highly of by residents and visitors to the City. It was noted that Caroline started with the Park Board in 2012 and was elected Chair in October, 2016 and that Laura started in July, 2016. A. Project scope details — 2020 Valley Park picnic shelter project Stadler stated that he plans to replace the east picnic shelter, the shelter nearest the warming house, with a new shelter that matches the one built in 2015 at Oakes Park. The other picnic shelter may be able to be rehabbed to reuse the glue -lam beam arches. Stadler hopes to be able to also incorporate a small storage building into the project so that sports leagues and other park activities no longer have to rely on the warming house for storage. It was mentioned that, if possible, it would be preferred to replace one of the shelters this fall so that next summer the park will still have one shelter available for picnic events. B. Park Board Work Plans There was brief discussion on Park Board work plans. Stadler provided copies of revised work plan initiatives, they included: Downtown Park project development, 2021-2015 CIP, Central Park Improvement Plan and Downtown area Gateway Park. It was agreed to add an item for enhancements at the local trail area at the 2°a St NE -Hwy 169 area storm water detention pond. -2 - Kyle Kaczmerak stated that it would be good to somehow call attention to this local trail, make it more noticeable as it is a small, but attractive natural area. The work plan will be further considered, refined and discussed at upcoming meetings. C. Other topics of interest Schedule park system tour. There was brief discussion about a potential park system tour in August or September. A decision will be made after the two new members come onto the Board in July. 2020 activities look -ahead. Stadler mentioned that if the proposed 2021 park projects are approved, including the mix of funding for the Lake St/Blake Road Pedestrian Plaza -- Minnehaha Creek Overlook project and the Downtown Park Rehab project, then there will be significant planning/public outreach and design work happening in 2020 for these two projects as well as the Shady Oak Beach picnic shelter project. D. Remarks from the Board Caroline Rinker, outgoing member and Chairperson, stated that it's been great to be a part of the Park Board and its work of first securing additional park system improvement funding and then improving the city's parks over the past several years. She recognized Steve for his steady, excellent work with the Board to advance the goal of improving every park in the city. Kyle Kaczmarek recognized the contributions to the Board by both outgoing members, Caroline Rinker and Laura Santiago, and the satisfaction and pleasure of working alongside them on the Board to improve our parks. Laura Santiago: The old sign post/base at Burnes Park between the Rotary picnic shelter and the park trail remains and should be removed. V. NEXT SCHEDULED MEETING: The next regular Park Board Meeting is 6:30 pm on Monday, July 22, 2019 and held at the Fire Station, 101 17"' Ave S. VI.
