AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Tuesday, July 16, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, July 16, 2019 at 8:18 p.m. at the Hopkins Fire Station, 101 17th
Avenue South, Hopkins.
Mayor Gadd called the meeting to order with Council Members Brausen, Kuznia,
Halverson and Hunke attending. Staff present included City Manager Mornson, Finance
Director Bishop, City Clerk Domeier, Director of Planning and Development Elverum,
Assistant City Manager Lenz and Public Works Director Stadler.
Administration:
City Manager Mornson gave the following updates:
• Discussion of scheduling the yearly City Manager performance review.
• Meadowbrook Golf Course request to extend time for the temporary trailer.
• City Manager Mornson was elected president of the League of Minnesota Cities and
thanked the City Council for their support.
Community Development:
Director of Planning and Development Elverum commented that Flannel Jax, an axe
throwing business, is looking at possible Hopkins locations. Ms. Elverum discussed the
business model and city license ordinances. There was discussion about the popularity
of experience-based businesses and attracting visitors to the community. City Clerk
Domeier discussed possible options and restrictions for an ordinance associated with
entertainment businesses. There was discussion about the State Statues, ticketing
requirements, hours of operation and liquor license requirements. Staff commented that
it is important to get law enforcement perspective and be sensitive to businesses that
have already put in kitchens and paid for liquor licenses. Staff would work on creating
an ordinance for experiential entertainment businesses and bring it back to Council for
further discussion.
City Council tours to view an established Beacon development and ArtSpace project
tentatively scheduled for Tuesday, August 20, 4 p.m.
Discussion of an award nomination for The Artery.
Discussion of the neighborhood concerns, rental license application and inspection for
the property at 101 Oakwood Road.
City Council
• Council Member Hunke attended the Housing Forum, Hopkins History Center exhibit
and bike workshop.
• Council Member Halverson discussed obscured bike crossing signage on 17th
Avenue.
• Council Member Kuznia commented that the Community W orks meeting was
rescheduled to September.
• Council Member Kuznia commented that the Hopkins Area Little League has some
needs for the playing fields.
• Council Member Kuznia commented that a resident questioned the facility liquor
policy. Ms. Lenz explained the policy.
• Council Member Brausen complimented the Hopkins History Center display.
• Discussion regarding a resident complaint about 11th Avenue North road
reconstruction.
• Mayor Gadd asked about a bicycle signage at parking lot 700.
• Mayor Gadd gave an overview of the Policy Committee meeting.
• Discussion of a resident comment about private and public maintenance of streets.
• August 13 scheduled for the City Manager performance review
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Kuznia, seconded by Brausen, the meeting was unanimously adjourned at 9:06 p.m.
