IV.6. Minnesota Brownfields Gap Financing Program Grant Application – Beacon; ElverumJuly 31, 2019 Council Report 2019-080 MINNESOTA BROWNFIELDS GAP FINANCING PROGRAM GRANT APPLICATION – BEACON Proposed Action Staff recommends adoption of the following motion: Move to approve Resolution 2019-060 authorizing an application for a Minnesota Brownfields Gap Financing Program Grant. With this motion the application will be prepared and submitted to Minnesota Brownfields. Overview St. Gabriel’s Catholic Church has agreed to sell a one-acre parcel of vacant land to Beacon Interfaith Housing Collaborative (Beacon) for the construction of 50 affordable apartment units. Beacon has applied for a concept review of their development proposal and has presented to the Planning Commission for their feedback. The concept is scheduled to be discussed at the August 20, 2019, City Council meeting. It is still early in the development process, and formal approvals must be obtained by the City of Hopkins before it can move forward. But as part of the due diligence to determine the feasibility of the site, Beacon and their financial partners, need a better understanding of the environmental conditions through a Phase I Environmental Site Assessment. Minnesota Brownfields provides grants to nonprofit developers and government agencies for environmental assessment of property in Hennepin County through its Brownfield Gap Financing Program. Primary Issues to Consider The application will be prepared by Beacon Interfaith Collaborative staff so there is no direct expenditure of funds associated with this action. There are no matching fund requirements for the grant program.
