MINUTES OF THE CITY COUNCIL WORK SESSION
AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Tuesday, February 19, 2008
Mayor Maxwell called the meeting to order at 8:45 pm. Present were Mayor Maxwell and Council
members Halverson, Brausen, Rowan and Youalcim. City personnel present were City Manager Rick
Getschow, Public Works Director, Steve Stadler and also present was Steve Mahowold of Met Transit.
Met Transit Parking Stop: Steve Mahowold with Met Transit discussed the rejuvenation of a bus route
through Hopkins downtown and into Minnetonka. This new route, however, requires a dedicated bus stop area
for the driver. The potential location for the brief stop area would be on 11th Street, North of Main Street.
Council discussed potential locations for the bus parking area on 11th Avenue. The consensus was to move
forward with the bus parking area and to bring the proposal back for City Council approval at the next meeting.
Watering Restrictions: The Public Works Director Stadler discussed a potential need to adopt a watering
restriction in the City of Hopkins. Currently the city has a voluntary ban. Based on the fact that several
neighboring communities have restrictions in place due to water supply concerns - Hopkins should also
consider restrictions. The council discussed a first reading of an ordinance to occur at an April council meeting.
Council also felt that if such an ordinance is adopted in 2008, much of this year should focus on education and
not necessarily fined enforcement. It would also be very important for the potential watering restrictions to be
highly publicized throughout the city. The consensus was for staff to move forward on drafting an ordinance to
bring back to the City council.
2008 Street and Utility Improvements Public Worlcs Director Stadler discussed with the Council the
upcoming street project and the construction of sidewalks on Minnetonka Mills Blvd. Further input from area
residents regarding the potential construction of sidewalks on the north side of Minnetonka Mills was discussed.
Liquor License Application: City Manager Getschow stated that a business may be coming forward to apply
fora 3.2 beer off-sale liquor license. Currently there are only two such licenses in the city.
State of the City Address: City Manager Getschow stated that the State of the City is set for March 18th at the
Hopkins Center for the Arts. The City Council will be spending time at upcoming work sessions preparing for
the event.
Tour of the First Cargill Building: City Manager Getschow stated that a tour of the building will occur prior
to the March 11th City Council work session.
Golf Carts: The Mayor stated that he had been approached by a resident regarding the ability to get a permit
for the use of a golf cart on city trails and streets. The City Manager will follow-up.

With no further business, a motion was made by Youakim, seconded by Brausen to adjourn the meeting. The
motion passed unanimously. The meeting was adjourned at 10:46 pm.
