Minutes of the August 5, 2019 City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 5, 2019 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Monday, August 5, 2019 at 7:01 p.m. at the Hopkins Fire Station, 101 17th Avenue South, Hopkins. Mayor Gadd called the meeting to order with Council Members Brausen, Kuznia, Halverson and Hunke attending. Staff present included City Manager Mornson, Finance Director Bishop, Director of Planning and Development Elverum, Assistant City Manager Lenz, Public Works Director Stadler and Community Development Coordinator Youngquist. Mayor Gadd asked for a moment of silence to honor Hopkins Police Officer Hegyi followed by the Pledge of Allegiance. ADOPT AGENDA Motion by Brausen. Second by Hunke. Motion to Adopt Agenda. Ayes: Brausen, Kuznia, Gadd, Halverson, Hunke. Nays: None. Motion carried. PRESENTATIONS III.1. Branding Update In addition to City staff, a representative present for the item was Alan Schutte, Platt Hollow Road. Community Development Coordinator Youngquist gave an update on the community input process and development of a new brand and tag line for the City of Hopkins. Mr. Schutte gave an overview of the strategic brief and reviewed a variety of preliminary tagline options. Mr. Schutte discussed that “It’s all true” is the preferred tagline and would be a way to talk about all the great things that are happening in Hopkins. Ms. Youngquist commented on the ways the tagline could be tied into the uniqueness of Hopkins and the next steps in the process. Staff would bring the branding concept back to a future Council meeting for further discussion. Mayor Gadd commented that he appreciates all the work and community input. Approve Parking and Access Easement: Area between 9th & 10th Avenue North and Mainstreet and 1st Street North (between US Bank and Hance Hardware) 5. Adopt Resolution Amending Legislative Policy 8-F – Snow and Ice Control Policies and Procedures 6. Minnesota Brownfields Gap Financing Program Grant Application – Beacon 7. Ratify Checks Issued in July 2019 Ayes: Brausen, Kuznia, Gadd, Halverson, Hunke. Nays: None. Motion carried. NEW BUSINESS VII.1. Resolution Approving Off-Sale Intoxicating Liquor License – Wine from Water LLC dba Ace Spirits Assistant City Manager Lenz discussed the liquor license application commenting that the Police Department has conducted the background check and has no reservations about approving the application. The applicant would be required to attend liquor control training and be subject to compliance checks. Council Member Brausen asked about the liquor control training. Ms. Lenz discussed what is involved in the training. Mayor Gadd commented that the application is due to ownership change and that the number of liquor licenses has not changed. The business owner came forward and discussed his business plan. Mayor Gadd welcomed the owner to the Hopkins business community. Motion by Halverson. Second by Brausen. Motion to grant an Off Sale Intoxicating Liquor License to Wine from Water LLC dba Ace Spirits by adopting Resolution 2019-059. Ayes: Brausen, Kuznia, Gadd, Halverson, Hunke. Nays: None. Motion carried. VII.2. Second Quarter Financial Report Finance Director Bishop gave an overview of the 2019 Second Quarter Financial report. Mr. Bishop gave an overview of the General Fund revenues and expenditures, Special Revenue Fund revenues and expenditures, Enterprise Fund revenues and expenditures and financial position. Mr. Bishop discussed plans to reduce the deficit and cost saving measures at the Depot and Hopkins Center for the Arts. Mr. Bishop commented on the next steps in the budget process that include a presentation on the operating budget at a Council Work Session and that the preliminary levy needs to be submitted to Hennepin County by September 30, 2019. ANNOUNCEMENTS National Night Out kick-off is at Burnes Park on Tuesday, August 6, 5:30 p.m. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 5, 2019 ADJOURNMENT There being no further business to come before the City Council and upon a motion by Halverson, second by Brausen, the meeting was unanimously adjourned at 7:41 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS Thomas Maiser, 342-14th Avenue North, commented that he was observing the City Council meeting as he would like to become more involved in the City.
