CALL TO ORDER/PLEDGE OF ALLEGIANCE
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, September 3, 2019 at 7:02 p.m. at the Hopkins Fire Station, 101
17th Avenue South, Hopkins.
Mayor Gadd called the meeting to order followed by the Pledge of Allegiance with
Council Members Brausen, Kuznia, Halverson and Hunke attending. Staff present
included City Manager Mornson, Finance Director Bishop, Director of Planning and
Development Elverum, Assistant City Manager Lenz and Public Works Director Stadler.
ADOPT AGENDA
Motion by Hunke. Second by Brausen.
Motion to Adopt Agenda with removal of Consent Agenda item 9. Approval of
Resolution 2019-064 Approving the Mediated Settlement and the Addendum to
the Mediated Settlement Agreement and Release between the City of Hopkins,
Doran 810 LLC and Resolution 2019-063 Approving the Amended and Restated
Development Agreement between the City of Hopkins, the Housing and
Redevelopment Authority in and for the City of Hopkins, Doran 810 LLC and
Doran 810 Apartments, LLC; Riggs.
Ayes: Brausen, Kuznia, Gadd, Halverson, Hunke.
Nays: None. Motion carried.
PRESENTATIONS
III. 1. Proclamation for National Medicare Education Week
Mayor Gadd read the proclamation declaring September 15-19, 2019 as Hopkins
Medicare Education Week in the City of Hopkins.

NEW BUSINESS
VII.1. An Amendment to the Conditional Use Permit for St. Gabriel Church and
School
Director of Planning and Development Elverum discussed the application for an
amendment to the Conditional Use Permit (CUP) for St. Gabriel Church and School.
Ms. Elverum explained that the CUP is necessary to approve the re-establishment for
the building use as a convent. St. Gabriel’s intent is to rehabilitate the existing convent
with minor site changes including more green and garden space. Ms. Elverum gave an
overview of the history of the property. A neighborhood meeting was held and no
comments were received. The Planning and Zoning Commission has reviewed the
application and is recommending approval. Ms. Elverum commented that the project
supports the City’s Comprehensive Plan and staff is recommending approval.
Council Member Brausen asked about the building condition and use. Mr. Paul Carr,
architect for Mohagen Hansen, came forward and d iscussed the process to rehabilitate
and update the building. Mayor Gadd commented that it is great to bring the building
back to life with its original intent. Council Member Hunke commented that he would
abstain from the vote since he was a member of the St. Gabriel parish and employed by
the architect firm, Mohagen Hansen. Staff would set up tour of the building for the City
Council.
Motion by Kuznia. Second by Halverson.
Motion to Adopt Resolution 2019-066, approving an amendment to the
conditional use permit for St. Gabriel Church to re-establish the accessory
convent use, subject to conditions.
Ayes: Brausen, Kuznia, Gadd, Halverson. Abstain: Hunke.
Nays: None. Motion carried.
VII.2. Review 2020 General Fund Budget and Tax Levy
Finance Director Bishop discussed the preliminary 2020 General Fund Budget and Tax
Levy. Mr. Bishop gave an overview of the truth in taxation process, General Fund
additions, expenditures and revenues. The proposed increase is 8.14%. Mr. Bishop
discussed the proposed 2020 Levy and gave an explanation of the 11.33% increase.
Mr. Bishop commented that the impact on a median value home would be a $253
increase. Mr. Bishop discussed the next steps in the process explaining that the budget
needs to be certified to Hennepin County by September 30 and that the public meeting
would be scheduled for December 3. The Special Revenue and Enterprise budgets
would be on the October 8 Work Session agenda. Mr. Bishop discussed the 2020
preliminary HRA/EDA Levy commenting that staff would be asking for approval of the
maximum amount with the option to reduce but not increase the amount.

Council Member Kuznia asked for further explanation of the impact on a median value
home. Mr. Bishop discussed the Financial Management Plan (FMP). Mayor Gadd
commented that the budget process began early in the year and that staff and Council
has reviewed the budget information at previous meetings. Mayor Gadd commented
that once the levy is set is can be lowered but not increased and that the budget
increases are ensuring public safety of the community and infrastructure improvements.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Brausen, second by Halverson, the meeting was unanimously adjourned at 7:33 p.m.
