07-22-2019 MinutesCITY OF HOPKINS PARK BOARD MEETING MINUTES July 22, 2019 A regular meeting of the Hopkins Park Board was held on July 22, 2019 at the Hopkins Fire Station. I. CALL TO ORDER Kyle Kaczmarek, Vice -Chair called the meeting to order at 6:30 pm. Il. ROLL CALL Present were Park Board members Kyle Kaczmarek, Emma Figgins, Megan Slindee and Kim Schlauderaff. Mohamed Warsame was absent. Also present was Steve Stadler, PW Director/Park Board City staff liaison. After the roll call, Steve Stadler announced that Mohamed Warsame has resigned from the Park Board and he read his resignation email. 111. APPROVAL OF MINUTES Minutes for the June 17, 2019 Park Board MggfiM Eninia Figgins made a motion to approve the minutes, seconded by Meg Slindee. The motion passed with a 4-0 vote. IV. BUSINESS A. Election of Officers: Stadler described the process of nomination and election, as stated in the bylaws. He mentioned that with the resignation of Mohamed all voting members of the Board were present, Kyle Kaczmarek briefly explained the rolls of Chairperson and Vice -chairperson and mentioned that he'd been Vice -chair for two years so that position was not available for him as the bylaws state that no officer can hold an office for more than two consecutive one-year terms. Kyle made a motion to nominate Emma Figgins as Chairperson, seconded by Megan Slindee. Emma mentioned that it would seem preferable if the two returning members, herself and Kyle, could hold the officer positions. Emma Figgins subsequently made a motion to nominate Kyle Kac7rnarek as Chairperson, seconded by Kim Schlauderaff. Kyle accepted the nomination and the motion passed with a 3-0 vote, Kyle abstaining. Kyle withdrew his previous motion and made a motion to nominate Emma Figgins as Vice -chairperson, seconded by Meg Slindee. Emma accepted the nomination and the motion passed with a 3-0 vote, Emma abstaining. B. Park Board Work Plans Stadler provided copies of the work plan initiatives, noting that he had added an item for the local trail area at the 2°d St NE -Hwy 169 area storm water detention pond. There was brief discussion on the plan items and some background on each for the benefit of the new members. Kyle mentioned that there needs to be a continued focus on securing funds for park improvements, i.e. capturing park dedication funds from qualifying city developments. Stadler will provide information to the new members from the concept plans that were developed for the downtown gateway project, Central Park and Downtown Park. C. Other tonics of interest - Schedule park system tour. There was brief discussion about a park system tour on the upcoming meeting in August or September. It was decided that the park system tour will be on Aug 19, starting at 6:30 pm. This meeting will be held in place of the regular August 26 meeting. The tour will focus on the larger, more active parks and those that are not the park assignments of new members Meg and Kim. 2020-2021 park improvement plans/activities. Stadler reiterated that if the proposed 2021 park projects are approved, including the mix of funding for the Lake Si/Blake Road Pedestrian Plaza — Miimehaha Creek Overlook project and the Downtown Park Rehab project, then there will be significant planning/public outreach and design work happening in 2020 for these two projects as well as the Shady Oak Beach picnic shelter project. He mentioned that he is having two abbreviated plan sets done for picnic shelter rehab and picnic shelter replacement. These plans would be used for the upcoming Valley Park picnic shelter project and could be used for other picnic shelter rehab or replacement in other parks, as needed. fie hopes to have the one picnic shelter nearest the warming house at Valley Park replaced this fall. He will seek quotes from Rutledge Construction, here in Hopkins, as well as the KA Witt Construction, who built the Oakes Park new picnic shelter. Park assignments. After some discussion it was decided that the new park assignments will be as follows: • Kyle K: Burnes Park-, Harley Hopkins Park, Interlachen Park ® Emma F: Buffer Park, Park Valley Playground, Valley Park, Steiner Park Preserve • Megan S: Central Park, Downtown Park, Shady Oak Beach • Kim S: Cottageville Park, Oakes Park, Hiawatha Oaks Preserve • New member: Maetzold Field, Elmo Park, Hilltop Park-, Minnehaha Creek Preseerve - Other. There was some discussion about the park improvement CIP, some history of revenues to the park improvement fund, park dedication fees and our agreements with the City of Minnetonka regarding the funding, maintenance and operations of Shady Oak Beach. NEXT SCHEDULED MEETING: The next regular Park Board Meeting is 6:30 pm on Monday, Aug 19, 2019 and held at the Fire Station, 101 17th Ave S. The Park Board members will go on a city-wide parks system tour. VI. ADJOURNMENT Emma Figgins moved to adio rn the meeting, seconded by Kim Schlauderaff. The motion passed 4-0.
