OCTOBER 1, 2019
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, October 1, 2019 at 7:02 p.m. in the Council Chambers at City
Hall, 1010 First Street South, Hopkins.
Mayor Gadd called the meeting to order followed by the Pledge of Allegiance with
Council Members Brausen, Kuznia, Halverson and Hunke attending. Staff present
included City Manager Mornson, Finance Director Bishop, Director of Planning and
Development Elverum, Assistant City Manager Lenz, Public Works Director Stadler and
City Engineer Stanley.
Mayor Gadd commented that the Council is excited to be back in the newly renovated
City Hall and Council Chambers. City Hall was renovated to better serve the community,
residents and staff. Mayor Gadd thanked the staff, businesses and residents for their
patience during the construction process.
ADOPT AGENDA
Motion by Kuznia. Second by Halverson.
Motion to Adopt Agenda.
Ayes: Brausen, Kuznia, Gadd, Halverson, Hunke.
Nays: None. Motion carried.
CONSENT AGENDA
Council Member Hunke asked about the amended fees that included cents. Finance
Director Bishop explained the reason for the fee amounts. Consent Agenda item
number four would be removed until staff could re-evaluate the fee amounts.
Motion by Kuznia. Second by Hunke.
Motion to remove item number four from the Consent Agenda.

NEW BUSINESS
VII.1. Authorize the Sale of $2,245,000 General Obligation Refunding Bonds,
Series 2019B
Finance Director Bishop discussed the staff report. Mr. Bishop explained that the City
issued the bonds for water, sanitary sewer and street improvements. Mr. Bishop
discussed the bond sale schedule and projected savings. Mayor Gadd asked about the
benefits of refinancing the bonds. Mr. Bishop explained that Ehlers Inc. reviews the
bonds each quarter for potential interest savings.
Motion by Kuznia. Second by Hunke.
Motion to Adopt Resolution No. 2019-077 Providing for the Sale of $2,245,000
General Obligation Refunding Bonds, Series 2019B.
Ayes: Brausen, Kuznia, Gadd, Halverson, Hunke.
Nays: None. Motion carried.
ANNOUNCEMENTS
Hopkins Race and Equity Initiative on Thursday, October 10, 6:30 p.m. at
Eisenhower Community Center
Fire Department Open House and Artery Great Streets Celebration on Saturday,
October 12.
Multicultural Advisory Committee (MAC) meeting on Thursday, October 17.
Halloween in Hopkins event on Saturday, October 26.
Historical Society meeting on Sunday, October 6, 2 p.m. at Hopkins Activity Center.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Brausen, second by Halverson, the meeting was unanimously adjourned at 7:13 p.m.
OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS
William Anderson, 102 Wayside Road, came forward to address the Council regarding
the tax levy increase. Mayor Gadd commented that the City Council is considering all
options before final approval. Council Member Brausen thanked Mr. Anderson for
sharing his ideas. Mayor Gadd commented that the City staff and Council are
considering the option to redevelop underutilized properties and increase the tax base.
