Resolution Amending Fees in Chapter 10 of the Hopkins City Code
Staff recommends approval of the following motion: Move to approve Resolution 2019-076
Amending Fees in Chapter 10 of the Hopkins City Code.
Overview
The City Council reviewed the proposed rates suggested at their October 1 meeting and directed
staff to determine rates in even amounts. The rates have been amended to even amou nts for all fees
even when prorated throughout the year.
The Administration and Finance Departments have reviewed the parking rates and bring proposed
amendments to you for consideration:
Parking Permits Electric Car Permits
Annual $288 Annual $384
Quarterly $88 Quarterly $110
Monthly $37
Daily $3 (no change)
Overnight/Residential $40
Current ramp and municipal lot parking permit fees are $3 per day, $36 per month, $85 per quarter,
$276 per year, $35 for residential parking and an overnight parking fee of $35. Current electric car
permit fees are $100 quarterly and $350 annually. There is not an option for daily and/or monthly
electric car permits.
Staff reviewed the permit fees further and recommends changing the Alarm Registration Fees from
$10 to $20. The proposed change will more accurately cover staff time for processing permits.
Primary Issues to Consider
The proposed fee changes more accurately reflect the City’s costs for issuing, administering and
recouping parking permit fees. An increase in the parking permit rates will help offset the rising
cost of maintenance and enforcement of the city owned municipal lots and the aging municipal
ramp.
Previous electric car permit costs were low compared to cost of energy usage. Estimated energy
cost of an annual pass used 3 days per week is approximately $312, this does not include any
cost for the parking spot itself. Staff will continue to review and increase the electric car permits
annually. There are only two electric car permits available in the parking ramp currently.
Residential/Overnight permits are being increased due to them being substantially underrated in
previous years. Apartment buildings in the area are charging $60 - $100 a month for overnight
parking spaces.
Alarm User Permits fees have been $10 since 2004. The proposed $20 will help offset staff time
for processing permits.
Staff Recommendation
Staff recommends adjusting fees as outlined in Resolution 2019-076.

A RESOLUTION AMENDING FEES IN
CHAPTER 10 OF THE HOPKINS CITY CODE
WHEREAS, the City of Hopkins annually reviews Chapter 10 of the Hopkins City Code in order to
establish logical and defensible fees; and
WHEREAS, the City of Hopkins has found certain fees and rates in need of adjustments:
Section 1020.27 Parking Fees
Parking Permits Electric Car Permits
Annual $288 Annual $384
Quarterly $88 Quarterly $110
Monthly $37
Daily $3 (no change)
Overnight/Residential $40
Section 1010.27 Police Fees
Alarm Registration $20 per alarm registration
Section 1020.19 Fire Fees
Alarm Registration $20 per alarm registration
THEREFORE, NOW BE IT RESOLVED by the City Council of the City Hopkins that it adopts
the fee adjustments as outlined above effective January 1, 2020.
